Job summary

NHS Fife invites applications for a Band 6 Business Accountant (Capital / Property & Infrastructure). You will provide financial support, analysis and advice to budget holders and managers, with responsibility for capital investment and the financial management of Property & Infrastructure services.

Working in the Financial Management Team, you will collaborate with operational managers, clinicians and project teams to support informed decision-making and delivery of organisational objectives.

Qualifications

• HND in Accounting or related subject, or significant demonstrable equivalent experience.
• Part-qualified towards CCAB-recognised body (CCAB/CIMA) or equivalent experience.
• Experience in capital/management accounting within a complex organisation.

Responsibilities

• Provide detailed financial information and advice to capital investment project teams and stakeholders.
• Support annual, 5-year and 10-year capital expenditure planning and monitoring.
• Produce capital monitoring information and assist with reporting to boards and committees.
• Assist depreciation estimates and capital asset elements of annual accounts.
• Co-ordinate financial management for designated projects within funding limits.
• Manage capital assets on the asset register and generate capital charges.
• Monitor capital cash flow and ensure compliance with standing financial procedures.
• Prepare timely financial reports for Property & Infrastructure services.
• Support budget holders to understand performance, forecasts, risks and corrective actions.

Job description

An opportunity has arisen to join the NHS Fife Finance Directorate as a Business Accountant (Capital / Property & Infrastructure). This Band 6 role will provide financial support, analysis and advice to budget holders and managers, with responsibility for capital investment and the financial management of Property & Infrastructure services.

The postholder will support the effective management of revenue and capital resources through high-quality financial information, budget monitoring, forecasting, financial planning and financial management. The role will contribute to financial balance, value for money and the effective stewardship of public funds.

The Role

Working within the Financial Management Team and reporting to the Head of Finance - Reporting & Analysis, you will support capital planning, reporting and asset management alongside revenue financial management for Property & Infrastructure. You will work closely with operational managers, clinicians, project teams and finance colleagues to support informed decision-making and delivery of organisational objectives.

Key Responsibilities

• Provide detailed financial information and advice to capital investment project teams and key stakeholders.
• Support the preparation, completion and updating of annual, 5-year and 10-year capital expenditure plans.
• Produce timely capital monitoring information and contribute to Scottish Government, Board and committee reporting requirements.
• Support completion of depreciation estimates and the capital expenditure and fixed asset elements of the statutory annual accounts.
• Provide financial management and co-ordination for designated projects, ensuring schemes are appropriately costed and managed within available funding.
• Support effective management of capital assets held on the asset register and the generation of accurate capital charges.
• Monitor capital cash flow and support compliance with Standing Financial Instructions and Financial Operating Procedures.
• Prepare accurate and timely financial reports for Property & Infrastructure services.
• Support budget holders to understand financial performance, forecasts, risks and required corrective action.
• Contribute to financial recovery, efficiency and sustainability programmes and provide advice at relevant meetings.

About You

You will have an HND in Accounting or a related subject, or significant demonstrable equivalent experience. Ideally you will be part-qualified towards membership of a CCAB-recognised accountancy body or CIMA, or have equivalent relevant experience.

You will bring relevant experience from a complex organisation, with demonstrable experience in capital and/or management accounting. You will have strong numerical and analytical skills, excellent communication and presentation skills, and the ability to explain complex financial information clearly to finance and non-finance audiences.

• Ability to analyse and interpret complex financial information and make sound recommendations.
• Good organisational skills, with the ability to manage competing priorities and meet reporting deadlines.
• Ability to influence, persuade and negotiate while building positive working relationships.
• Excellent report-writing skills and a high level of accuracy and attention to detail.
• Good working knowledge of Microsoft Office and experience of financial reporting systems.
• Motivation, resilience, initiative and commitment to continuous improvement.
