Job summary

Transport for London is seeking a Bus Safety Development Manager to lead and deliver the Bus Safety Programme, aligning with the Mayor's Vision Zero targets for the bus network. You will work with SHE, Engineering and Bus Operators to implement the Bus Action Plan and Strategy, driving data‑led safety improvements and KPI monitoring across TfL Scorecards.

Job description

Role: Bus Safety Development Manager

Salary: £56K - £60K depending on skills, knowledge and experience

Band: 3

Location: Palestra (Southwark – London)

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Role Overview

The job holder will play a critical role in further developing and delivering the Bus Safety Programme to achieve the Mayor's and TfL's Vision Zero targets for the bus network. The job holder will also work collaboratively within the Bus Safety Development team, with key internal interfaces (e.g. SHE and Engineering) and external stakeholders (e.g. Bus Operators) to deliver the Bus Action Plan safety requirements and the Bus Safety Strategy actions, to deliver progressive improvements against Key Performance Indicators in the Bus Operations and TfL Scorecards.

The job holder will lead and manage multiple complex projects through matrix teams and procuring specialist consultants, including looking for opportunities for innovation in safety that can be applied to the bus industry and address data-led safety issues.

Key Accountabilities
  • Accountable for sponsoring the delivery of specific projects within the Bus Safety Programme, clienting delivery of work streams and engaging with relevant stakeholders to ensure buy‑in and delivery to cost and time: -Align with wider road safety initiatives and healthy streets
  • Responsible for horizon scanning for issues that may impact on the safety of the bus network and liaise with the Safety Health and Environment teams to implement mitigations or remedial work as appropriate
  • Champion the execution of bus safety policy as defined by the TfL Board, Mayor's Office and GLA
  • Evaluate effectiveness of sponsored projects within the bus safety programme through the development of performance metrics using both datasets that already exist within Buses and suggest potential new sources of data from across the business
  • Provide technical expertise across the Bus Operations directorate to assist safety performance management of operators
  • Represent the Senior Bus Safety Development Manager on developing strategies to foster a culture of road safety across TfL staff, Bus Operating Companies and TfL Partners, engaging with Bus Operators to deliver appropriate safety training and embedding collision reduction objectives by providing examples of best practice/initiatives
  • Responsible for identifying intelligence and data relating to casualties on the bus network and provide recommendations and mitigation plans to the Senior Bus Development Manager to avoid or reduce severity of future incidents
  • Support the Senior Bus Safety Development Manager in the formulation of strategies to deliver targets for 2022 and 2030 to reduce serious injuries and zero deaths on the bus network with appropriate methods of evaluating success and measurements

  • Excellent understanding of London's bus transport network and its associated safety issues (essential)
  • Expertise in understanding complex data, especially that provided by safety and management databases (essential)
  • Excellent understanding of strategic goals of TfL and the political landscape (desirable)
  • Good understanding of road safety, particularly in running Public Transport and of the road network (desirable)
Experience

Extensive experience of producing good quality reports, briefings and data to influence senior stakeholders

  • Extensive experience of achieving results through others including influencing staff to take a more proactive approach to resolving issues raised (essential)
  • Experience of managing complex stakeholder relationships in a fast-moving political landscape, challenging, negotiating and influencing at all levels (essential)
  • Experience of applying project methodology in a large complex public transport or road management environment (essential)
  • Experience of promoting safety in a public transport field, with an understanding of public transport operating practices (desirable)
