The Associate Property Manager role in Property Management (PM) focuses on delivering exceptional property management, contributing to the Centre of Excellence, and maintaining strong client relationships. This is a rare opportunity to join an exciting portfolio in JLL’s Property Management business—supporting a prestigious institutional client on a series of significant masterplan development schemes across the South and SouthWest of England. Spanning live development land, evolving masterplans, and sites in transition from construction through to disposal, this role sits at the leading edge of how JLL delivers operational property management on some of the region’s most ambitious and closely watched development schemes. It offers genuine variety, real influence over how management structures are shaped from the ground up, and the chance to work closely with a high‑profile client’s own development and master‑planning teams as these sites evolve.

The Role : Associate Surveyor

Office location: Bristol / Birmingham

What your day to day would look like: Client Relationship – Act as the main point of contact for the client’s Asset Manager / Development Manager on your assets and lead this relationship in a dynamic and professional manner. Development Site – Working Structure: This role operates as part of a targeted JLL team alongside a Facilities Manager and a JLL Residential Manager, combining property management, facilities, and residential/ManCo expertise to support the client’s operational management, master‑planning oversight, and effectiveness through to site parcel and development disposal. Development Site Lifecycle Management – Design and apply a property management operating structure appropriate to each site’s stage of development—recognising that a site’s management requirements evolve materially as it moves from raw retained land, through active construction phases, to substantially complete and disposed. Work with Development Managers to understand master‑planning and disposal sequencing, and translate this into an operational budget and service structure that flexes as land parcels are sold, transferred to a ManCo, or handed to a housebuilder. Maintain a clear, current understanding of site boundaries—retained land, ManCo‑managed areas, sold or developer‑controlled plots—and ensure operational activity is correctly scoped to land within the client’s ongoing control only.

ManCo & Residential Managing Agent Oversight (Supported) – Support and engage with the oversight of appointed residential managing agents across a portfolio of sites at different stages of ManCo maturity, working closely with JLL and client stakeholders. Contribute to a graduated oversight approach—from light‑touch monitoring to more active engagement—appropriate to each site’s risk profile and the client’s stated requirements. Support the ManCo adoption process.

Statutory & Environmental Boundary Management – Operate confidently and consistently within a defined liability boundary on sites carrying legacy environmental or structural considerations—attending, facilitating, and coordinating logistics without assuming technical, regulatory, or duty‑holder responsibility. Recognise when a matter requires escalation to a specialist, the client’s own technical team, or a named statutory role‑holder, and do so promptly and clearly, maintaining a documented trail of what was flagged and to whom.

Operational Budget Design – Work with JLL’s stakeholder, client and client legal teams where required, to design site‑specific operational budgets—including structuring budgets into schedules by development area where useful to reflect a phased disposal strategy and working to establish cost recovery opportunity. Understand and apply the distinction between operational (landlord) expenditure and development (capital) expenditure, seeking specialist or legal input where cost allocation is unclear, particularly on sites with third‑party funding or reporting obligations (e.g. Homes England‑funded development agreements).

Lease and Legal Management (Commercial not residential) – Receiving, progressing, and making recommendations to the Asset Manager on occupier applications for consent to alter their demised property, wayleaves, or to underlet or assign their leasehold interest. Ensure tenant compliance with lease covenants and obligations, recommending remedies to breaches and managing any issues through to conclusion. Respond to technical queries in regard to the lease or licences. Resolving occupier matters that may influence valuation/investment considerations.

Financial Management – Work with JLL Accounts teams to Manage financial accountability including liaison with clients and tenants to manage cashflow (charge raising, non‑recoverable expenditure etc.) and including working with credit control and accounts payable processes where required. Service Charge / Operational Budgets – Prepare and manage service charge budgets / operational budgets and reconciliations, and cash flow, in accordance with RICS guidelines and client KPIs.

ESG – Work with various ESG and FM teams on ESG initiatives and implementation. Align client’s ESG strategy with JLL’s responsibilities.

Supplier and Facility Management – Alongside FM colleagues, manage third‑party suppliers’ performance. Inspections – Undertake regular inspections of portfolio properties and ensure high standards of presentation are met, identified issues resolved promptly and recorded as directed.

Transactions/Transitions – Handle property in/out transitions, due diligence, and support acquisitions and disposals including liaison with 3rd parties such as solicitors.

Client – Provide relevant content for client reporting and attend client meetings as per client requirements. Understand client PMA, asset strategies, and KPIs. Support and deliver all client KPI and deliverables.

Occupier Engagement & Customer Experience – Engage with occupiers to maintain high customer satisfaction. Gather intelligence on occupier business activity on behalf of client. Assisting in the delivery of customer experience initiatives across the portfolio in close liaison with Subject Matter Expert (SMEs) and service partners.

Working with third parties and other JLL teams on Major Works and other site‑based projects.

Health & Safety – Understand relevant Health and Safety legislation and help implement compliance measures. Insurance – Support annual insurance renewal process. Have oversight of all insurance matters across the site. Ownership of end to end claims process. Void property management – Action necessary void management activities on behalf of the client and their insurers. Fees – Ensure all fee work that falls outside the Property Management Agreement (PMA), or is an agreed additional fee, is raised and tracked accordingly to process.

Additional Responsibilities – Play an active role in securing new business and expansion of existing client relationships. If required line manage team members to guide career progression / manage performance. Continually driving change and progress in the business to evolve with Client and market demands. Project based work (internal & external) – Identify cross‑selling opportunities. Investigate and remedy pre‑existing property management issues.

Candidate Profile

Preferably MRICS qualified with 5+ years in property management. Development site experience. Recognised subject matter expert. Strategic thinker with innovative problem‑solving skills. Strong commercial acumen and client relationship skills. Results‑driven with ability to set and achieve ambitious targets. Self‑motivated leader who fosters teamwork. Excellent communication and negotiation skills. Advanced IT skills, particularly in property management systems. Sharp analytical and problem‑solving abilities. Excels in financial planning and operational reporting. Experience with cross‑functional projects.
