Job description

Assistant Programme Manager

£60,714-£71,221 | 12-month FTC maternity cover | Home based with some travel | North & Midlands

Sellick Partnership has been exclusively retained to recruit an experienced Assistant Programme Manager for a high-profile national public-sector programme focused on housing, regeneration, public assets and place-based delivery.

This is an excellent opportunity to work across local and central government, supporting councils, combined authorities and other public-sector partners to progress ambitious programmes and projects.

This isn't a traditional programme management role. It combines programme delivery with stakeholder engagement, relationship management, political awareness and the ability to influence and challenge effectively.

The role

Working as part of the North & Midlands regional team, you will work alongside senior programme colleagues to help manage the delivery of a regional portfolio, while taking ownership of relationships, projects and programme activity.

Key responsibilities will include:
  • Developing strong relationships with senior stakeholders across local authorities, combined authorities and central government.
  • Supporting and challenging partners to progress existing projects and identify new opportunities.
  • Helping identify barriers to delivery, manage risks and find practical ways to move projects forward.
  • Monitoring project and programme performance and escalating issues where required.
  • Supporting the development and administration of funding programmes.
  • Helping councils navigate wider government funding opportunities.
  • Working across organisational boundaries to broker relationships and encourage collaboration.
  • Producing reports and briefings for senior stakeholders and programme boards.
  • Sharing best practice and contributing to continuous improvement across the wider programme.
  • Deputising for senior programme colleagues where required.
About you

We're looking for someone who understands how to operate successfully in a complex and politically sensitive public-sector environment.

You'll ideally bring:
  • A good understanding of local and/or central government.
  • Strong programme or project management experience.
  • Excellent stakeholder management, influencing and relationship-building skills.
  • Experience working on complex programmes with a high level of public scrutiny.
  • Political awareness and the confidence to work with senior officers and elected Members.
  • Experience across regeneration, housing, economic growth, property/public estate or funding programmes would be particularly valuable.
  • The ability to work independently, make decisions and provide constructive challenge.
  • Strong risk, performance and resource-management skills.
  • The ability to analyse information and communicate complex issues clearly to different audiences.
  • Technical property expertise isn't essential. We're equally interested in candidates from housing, regeneration, economic development, public assets or relevant funding/programme backgrounds who understand local government and can operate credibly with senior stakeholders.
Why consider the opportunity?

This is an opportunity to work on a nationally focused programme bringing together local authorities, combined authorities and central government, with work spanning housing delivery, regeneration and the better use of public land and assets.

You’ll have considerable exposure to senior public-sector stakeholders and the opportunity to help partners identify opportunities, overcome barriers and get projects moving.

The role is home based and sits within the North & Midlands regional team. The search is national, so you do not need to live within the footprint provided you are comfortable travelling when required. Travel required for business purposes can be expensed.

Salary

The salary range is £60,714-£71,221. As with many public-sector organisations, the normal policy is to appoint at the bottom of the salary range. However, we appreciate the realities of the external market and would still encourage relevant candidates to speak with us about their salary expectations.
