With over 9,000 employees, our capabilities span electrical, electronic security, telecommunications, life safety, automation and controls, audiovisual, and IT systems. Headquarters in Tysons, Virginia, M.C. Dean delivers resilient, secure, and innovative power and technology solutions through engineering expertise and smart systems integration.

Why Join Us?

Our people are passionate about engineering innovation that improves lives and drives impactful change. Guided by our core values-agility, expertise, and trust, we foster a collaborative and forward-thinking work environment. At M.C. Dean, we are committed to building the next generation of technical leaders in electrical, engineering, and cybersecurity industries.

We are seeking an Assistant Programme Manager (Deputy Project Leader) to join our Security & Electronic Systems (SES) business Unit. As part of (SES) Strategic Business Unit you will be part of a team that designs, engineers, integrates, operates and maintains electronic security services inclusive of intrusion detection, access control, biometric authentication, video surveillance, audio visual, it systems, perimeter defense and command and control systems for federal, local and commercial customers across high-growth markets.

The Assistant Programme Manager (Deputy Project Leader) supports the Programme Manager in the day-to-day delivery, financial performance, and customer management of one or more M.C. Dean Security & Electronic Systems programmes across the EMEA region. This is a developmental role bridging technical delivery and programme leadership: the APM takes ownership of defined workstreams, deputizes for the Programme Manager on operational matters, and is expected to grow into full Programme Manager responsibilities. The role requires close coordination with engineering, project controls, and site delivery teams to ensure programmes are delivered safely, on schedule, within budget, and to M.C. Dean's quality standards.

Programme Support & Delivery:
  • Support the Programme Manager in the day-to-day running of the programme(s), acting as deputy in their absence.
  • Own the scope, tracking, and close-out of assigned workstreams, variations, and change orders from initiation through completion.
  • Coordinate and prioritise incoming customer requests and site issues through the agreed intake and escalation processes.
  • Track deliverables, manage expectations, identify risks, and drive mitigation actions across all stages of the programme.
  • Maintain and update the risk register, change order log, and coordinated programme schedule.
  • Escalate issues and coordinate with engineering, procurement, and subcontractor teams as needed to resolve delivery issues.
Financial & Reporting:
  • Support the Programme Manager in managing programme financial performance, including budget tracking, cost forecasting, and variation pricing.
  • Assist with the preparation and submission of cost proposals and Greensheet estimates for variations and change orders.
  • Produce weekly, monthly, and quarterly project status, financial, and performance reports for key stakeholders.
  • Support the delivery of bi-annual Business Reviews to management, customers, and key stakeholders.
Customer & Stakeholder Management
  • Interface directly with customer representatives and key internal stakeholders on a regular basis.
  • Act as a point of escalation for operational issues on assigned workstreams, maintaining a consistent and professional customer experience.
  • Support Project Kick-Off Meetings and weekly programme/project meetings.
  • Coordinate with Project and Programme Managers across the business unit to ensure seamless execution from contract award through close-out.
Team & Resource Support:
  • Support resourcing needs and coordinate training requirements for programme team members.
  • Assist in managing team workload priorities to meet sustainment goals, customer commitments, and safety requirements.
  • Help ensure team members are trained on new processes, procedures, and systems relevant to the programme.
  • Support the intake of new processes, workflows, and procedures for new systems or scope entering the programme.
Governance, Quality & Continuous Improvement
  • Maintain accurate documentation, playbooks, and workflows, updating them as processes evolve.
  • Ensure programme activities comply with M.C. Dean safety protocols, local regulations, and company policy.
  • Identify and suggest programme changes or enhancements that align with business unit and organizational strategy.
  • Support as-built and close-out documentation, and commissioning/testing activities as required.
Education/Experience:
  • BS (Preferred EE or Industry related degree) with 5+ years of experience
  • Experience supporting or coordinating technical programmes or projects, ideally within security systems, low-voltage, or critical facilities/data centre environments.
  • Working knowledge of electronic security systems delivery (access control, video management, intrusion) is highly desirable.
  • Exposure to programme or project financial management - budgets, forecasting, cost proposals, and change order processes.
  • Strong stakeholder management and communication skills, with the confidence to interface directly with customers.
  • Organized, detail-oriented, and comfortable managing multiple workstreams and competing priorities simultaneously.
  • Proficiency with standard project reporting and scheduling tools (e.g. MS Project/Excel-based programme trackers, Greensheet-style estimating tools).
  • Willingness to travel to and work onsite at EMEA programme locations as required by the customer and programme.
Desirable Certifications:
  • Genetec OTC/STC/ETC, CCure Installer/Maintainer, or Avigilon certification (or willingness to obtain).
  • Project management qualification (e.g. PRINCE2 Foundation, PMP, or equivalent) is an advantage but not required at this level.
What we offer:
  • A collaborative team inspired by the way engineering and innovation enhance customer outcomes, improve lives, and change the world for the better. We are driven by our core values of agility, expertise, and trust.
  • An opportunity to lead and build a business with the support of an industry-leading firm that has been in business for 75 years.
  • Investment in your skills and expertise through a combination of professional and technical training programs, including leadership training and tuition reimbursement.
  • Open and transparent communication with senior leadership as well as local office management.
Abilities:
  • Exposure to computer screens for an extended period of time.
  • Sitting for extended periods of time. Reach by extending hands or arms in any direction.
  • Have finger dexterity in order to manipulate objects with fingers rather than whole hands or arms, for example, using a keyboard.
  • Listen to and understand information and ideas presented through spoken words and sentences.
  • Communicate information and ideas in speaking so others will understand.
  • Read and understand information and ideas presented in writing.
  • Apply general rules to specific problems to produce answers that make sense.
  • Identify and understand the speech of another person.
