Job Description:

Role Purpose

  • To support the Principal Network Planning Officers, Team Leader and Head of Service to ensure that all notices, licence and permit applications received satisfy legislative specifications and that Council objectives are achieved.
  • Represent the Council as an officer to educate and work in partnership with relevant organisations to enhance the safety and well-being of the public

  • Responsibilitites
  • To deliver the Councils statutory functions by ensuring compliance with the New Roads and Street Works Act 1991 and the Traffic Management Act 2004 and all associated codes of practice including the London Permit Scheme
  • Responsible for the day to day supervision, including allocation and prioritisation of works in order to achieve a high level of performance and customer service and ensure that the council meets its Network Management Duty in the co-ordination, permitting and licencing of activities affecting the borough highway network.
  • Support the Team Leader and Head of Service when they represent the Council at public inquiries, public meetings, external organisations and Council committee meetings, quarterly Co-ordination meetings, with works promoters, highways contractor performance monitoring meetings, attendance at quarterly regional street work forums, and any other street works working party meetings, providing technical information and reports for service related issues.
  • To provide a supervisory role within Highway Network Management and act as a coach and provide expert guidance to other Network Compliance Officers and Technicians Support Officers designated to support them in delivering effective services.
  • To process notice/permit applications received from Statutory Undertakers and Highway Authority to ensure compliance with the relevant codes of practice and specifications and that applications are co-ordinated with other proposed activities to ensure that the council complies with its network management duty
  • To assess applications for Street works Licences and ensure they are completed accurately, include all relevant documentation and that payments are processed through the council’s financial system
  • To issue Fixed Penalty notices for permit / notice offences committed as set out by relevant legislation and the Council’s Fixed Penalty Notice policy. To produce reports and attend dispute resolution meetings with the Team Leader on the issue of fixed penalty notices providing technical/legislative advise
  • To issue notices to statutory undertakers and other departments in relation to the timing of activities on the highway network
  • To ensure that accurate records are maintained in the Council’s Street works / Permit Register in accordance with the relevant code of practice and that all errors are reported back to applicants
  • As and when required deputise for the Principal Network Planning Officer to ensure that information regarding traffic sensitive streets, streets with engineering difficulties, new streets, protected streets and any other relevant information is recorded on the Council’s Local Street Gazetteer
  • To design and produce technical and expert reports as evidence for issuing penalty charges for statutory undertakers where there is unreasonable occupation of the highway or where inspections identify non- compliance with statutory requirements
  • To process and collate information for Transport for London’s works / events management system to assist in the co-ordination of activities on the highway network
  • To update and maintain the schedules of rates in the Councils street works software in accordance with Government legislation and council procedures
  • To issue notifications to all statutory undertakers failing to cooperate in coordinating works activities where an offence is committed

  • Requirements
  • GCSE or good general level of education demonstrating literacy and numeracy.
  • Evidence of continuous personal and professional development
  • Able to work towards the relevant training and qualifications for the Principal Traffic Order Maker role and Network Co-ordinator role
  • Experience of using financial penalties to achieve statutory objectives and targets.
  • Experience in the use and operation of CAD, GIS and imaging software.
  • Demonstrable track record of drafting and consulting on traffic management orders.
