Job summary

Network Rail in Wales is seeking an experienced Level Crossing Manager (LCM) to support regional safety and operations. You will assist with pre- and post-site activities, coordinate with stakeholders, and ensure documentation, inspections, and fault reporting are completed to high standards.

You will analyse census camera data, help deliver safety awareness events with TOCs/FOCs and police, and contribute to long-term safety improvements in the network.

Responsibilities

  • Assist LCMs with pre- and post-site visit preparation and stakeholder communication.
  • Undertake level crossing inspection and minor maintenance tasks; report faults.
  • Support analysis of census camera data and identify abnormal usage trends.
  • Contribute to safety awareness events with Train Operating Companies, Freight Operating Companies and police.
  • Prepare and attend meetings; track actions and progress improvements.
  • Maintain incident databases and support compliance across safety programmes.

Your experience and skills

Key Accountabilities-

  • Assist LCMs with pre and post site visit preparation, including but not limited to arranging joint site visit with stakeholders, corresponding with authorised users and documenting responses, interrogating local authority planning websites, environment websites, and internal systems (GeoRINM, DST), provide asset condition data including outstanding faults, deploy census cameras etc.
  • Undertake level crossing inspection, faulting and undertaking minor maintenance (including cameras, cleaning of signs, minor repairs and vegetation management around the approaches and access area of level crossings); accurately report all work completed/not completed and check that work not completed is faulted.
  • Support LCMs with analysing, documenting and tracking trend changes from census camera footage. Raising significant changes, deliberate acts of misuse and visible trends in usage with the LCMs and support with any follow-up actions.
  • Assist LCMs with preparation of narrative risk assessments as required, including analysing cenus camera data and chasing up information from stakeholders. Work with LCMs to prepare and deliver Safety Awareness events working closely with community safety managers, Train Operating Companies (TOCs) /Freight Operating Companies (FOCs) and British Transport Police (BTP) in the planning and delivery of events.
  • Assist LCMs in the preparation of and attendance at Road Rail Partnership Group meetings, taking minutes and actions as required.
  • Work with stakeholders on behalf of LCMs to manage outputs from meetings, progress fault rectification and updates to systems.
  • Support LCM team by tracking completed Fatality and Weighted Injuries (FWI) reduction activity and updates periodically by keeping the Benefit Report up to date.
  • Support LCMs team with compliance, including but not limited to maintaining incident database, monitoring trends and trigger points, preparation of joint long-term strategy documents, responses to planning applications, maintaining level crossing files etc.
  • Assist LCMs team with projects including signal renewals and timetable change.

Computer literate in basic IT packages

  • Understanding of level crossings
  • Attained a Health & Safety qualification
