The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships.
HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. Job Description
The Assistant Head of Security – Access and Projects is directly accountable to the HdSy for aspects of Naval Base security, which include Automated Access, Vetting, personnel security, culture and training and project security. The geographic area of responsibility covers HMS Nelson, HM Naval Base Portsmouth and includes all resident organisations, lodger units and their contractors/visitors. Asst HdSy is also responsible for the maintenance of the NB Security Plan, Security Action Plan and Security Risk Management Plan.
To ensure, on behalf of the Head of Security, that Base Departments, Lodger Units, Contractors and their Visitors conform to the Security Regulations as laid down in JSP 440 and other Departmental security publications.
- The delivery and maintenance of security standards and procedures at the NB in accordance with JSP 440 and Defence security policies.
- To liaise with Naval Base Departments, contractors and Navy Command units to ensure Naval Base security posture is effective but provides minimum interference with delivery of Naval Base business outputs, force generation and support to operations.
- Develop the Lines of Operation within the security strategy for Access, Culture and Training and Project Security.
- Support the Head of Security in the planning and installation of the Automated Access Control System, including the development, acceptance, and lead on the creation of contingency plans. Lead the AACS Working Group and have overall management of the AACS project to include an intermediate and final maintenance program.
- Be responsible for the development of the AACS policy documentation, Concept of Operations (CONOPS), SyOPS and Alarm response. Provide strategic direction and guidance on personal, documentary and control of access security policy and to lead on the policy for access control and guarding at all Naval Base perimeters and the QEC restricted berth.
- Lead the Access Team on the tactical implementation of the Automated Access Control System (AACS) within Portsmouth Naval Base. To include the creation of the user database, development of the AACS User Training manual and training sessions.
- Lead the Access Team and provide SME advice and guidance on all matters relating to AACS, Vetting, Security Culture, FMSP Pass Office and Naval Base Access policy.
- To act as the Lead on the Vetting processes carried out within PNB and provide assurance on regulatory compliance to the Head of Security in the form of briefings, data flow diagrams and advice to those providing BPSS checks within the Naval Base.
- Oversee the Intelligent Customer role for the Pass Office under FMSP, ensuring compliance with Security Access Policies and provide direction to the Access Team on the monitoring of Supplier performance and KPIs, highlighting issues to the Head of Security.
- Chair the quarterly Establishment Security Officer forum on behalf of the Head of Security.

Person specification
We are looking for an experienced security professional who can handle the pressure of coordinating a wide range of activities and should be comfortable working within the MOD and contractor arena, willing to challenge established norms and process and be prepared to adapt to changing priorities. Must have proven ability to problem solve and display the confidence to deal with senior stakeholders. Applicants should also have effective written and verbal communication skills and display a positive and professional attitude. Good judgement and strong interpersonal skills are required, as well as the ability to work under pressure.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
