Working alongside the Head of Function for Strategic Housing you will lead the development, production, subsequent management and continuous review of the Council's HRA asset management plan, supporting the production and annual review of the HRA business plan to ensure its on-going viability, and providing oversight and assurance to the Council in achieving and maintaining building safety and compliance requirements for the Council's housing asset portfolio. This post is also responsible for the management of our Home Ownership and Leasehold Services Team. This is a unique opportunity to drive innovation and deliver lasting change. - Manage the production, management and continuous review of the HRA asset management plan, ensuring its on-going viability and deliverability, as well as compliance with any statutory or regulatory requirements, standards or targets such as decent homes, building safety and net zero
- Support production, management and review of the HRA business plan, ensuringits viability over a 30 year term, as well as the identification of the necessary level of resources to maintain the required standard of HRA funded services and assets
- Manage an effective and timely programme of stock condition and buildingcompliance surveys, and undertake appropriate data analysis to inform investment planning and the achievement of relevant statutory and regulatory compliance including net zero, building safety and decent homes targets
- Manage the timely delivery of capital programmes, including their planning, procurement, and monitoring requirements, always ensuring value for money and viable housing stock outcomes
- Ensure effective and comprehensive consultation and communication on investment proposals, plans, and delivery programmes
- Support the strategic planning and delivery of day-to-day repairs and maintenance priorities, budget and workforce requirements including determination of repair standards and product requirements
- Determine the viability of HRA assets including the planning and subsequent delivery of asset demolitions, reconfiguration/repurposing proposals or disposals
- Provide oversight, risk assessment and assurance for building safety and compliance for both HRA assets and the Council's wider asset portfolio, identify relevant cyclical and planned repair programmes and support their delivery, communicating accordingly with colleagues, senior managers, tenants, Members and regulatory bodies on achievement or otherwise with statutory or regulatory requirements
- Support wider regeneration plans and programmes as appropriate
- Manage HRA leaseholder services including the calculation of recharges, relevant service charges and Right to Buy applications
- Manage and monitor a range of budgets, support budget and wider financial planning including the delivery of any cost recovery plans, and help to maximise any external funding opportunities to support investment in the Council's housing stock or wider asset portfolio
- Ensure compliance with relevant regulatory standards

Gateshead Council is seeking an Asset Management Service Manager to support us with the delivery of a new vision for housing in Gateshead, this role will be influential in the development of our Asset Management Strategy and delivery plan as well as supporting with the wider transformation of our services following the appointment of a new leadership team, who are driven to deliver high performing services - including safe and sustainable homes., Holds (or is willing to work towards within the CCS transition period) an approved Level 4 housing management qualification (e.g., CIH Level 4 Diploma in Housing) to meet the Competence and Conduct Standard for Senior Housing Managers
- Extensive knowledge of relevant asset management, built environment and building safety legislation as well as housing regulatory standards
- Experience of leading, motivating and developing individuals within a team or service and delivering change
- Ability to operate in a local authority governance environment, with strong political awareness and excellent verbal and written communication skills
- Experience of financial management and planning - Capital and/or HRA including managing budgets, delivering cost controls/value for money and securing external funding
- Experience of commissioning services, procurement frameworks, contract and relationship management and performance monitoring
- Experience of data management, interrogation and analysis to inform asset strategy and preparing strategic reports, KPI's and dashboards to guide decision making
