Job summary

North London Council is seeking an experienced Asset Data & Valuation Project Lead to oversee the development and management of the council's asset register, ensuring accurate valuations and data integrity. The role focuses on leading a programme to standardise data, implement a single source of truth, and drive data governance and systems migration.

The position is hybrid, 12 to 18 months, with day rate negotiable.

Qualifications

• Proven experience in project management, particularly with fixed asset registers and data systems.
• Knowledge of CIPFA Code local authority accounting standards and RICS Red Book valuation.
• Experience with data governance, change delivery, and data systems such as MRIQ or Consherto.
• Ability to manage complex data sets and provide actionable insights.
• Strong planning and execution skills, capable of meeting tight deadlines.
• Excellent communication and stakeholder management skills.

Responsibilities

• Lead a focused programme to repair, standardise, and future-proof the Council's fixed asset register.
• Develop and implement a single source of truth for land and buildings, including UPRNs, addresses, tenure, and valuation bases.
• Undertake detailed data discovery, cleansing, reconciliation, and evidence gathering for the asset register.
• Define project scope, milestones, and success measures, ensuring alignment with statutory valuation timelines.
• Collaborate closely with Finance and oversee overview of assets to ensure data accuracy and compliance.
• Procure and implement a new database system for asset management.
