Job summary

CITB in Peterborough is seeking an Assessment & Testing Technical Developer to lead the design, development and evaluation of health, safety and technical assessments.

You’ll collaborate with technical specialists, editors and product teams to create robust, accessible assessments that are valid, reliable and fit for purpose, including AI-assisted approaches with strong human oversight. The role requires staying current with industry standards and regulatory changes.

About the Role

This is a unique opportunity for an experienced assessment professional to shape the future of construction industry assessments.


As an Assessment & Testing Technical Developer, you'll lead the design, development and continuous improvement of CITB's health, safety and technical assessment portfolio. Working alongside technical specialists, subject matter experts and product teams, you'll create robust, accessible and innovative assessments that accurately measure competence and support meaningful learning.


This is a highly specialist role where you'll combine evidence-based assessment design, data analysis and question bank management to ensure our assessments remain valid, reliable and fit for purpose. You'll also play a key role in introducing new approaches, including the responsible use of AI-assisted assessment development, while ensuring quality, fairness and regulatory compliance remain at the heart of everything we produce.

A construction industry background is not essential. We're looking for exceptional assessment expertise and a passion for creating high-quality assessments that make a real difference.



What you’ll be doing:


  • Contribute to the development of a robust assessment strategy that delivers accurate, evidence-based and up-to-date assessments. You'll take ownership of the end-to-end design, development and evaluation of assessment materials using a range of assessment methods appropriate to the product and learner audience.

  • Collaborate with Technical Developers, Editorial and Course teams, Project Managers and other internal stakeholders to plan delivery, provide expert advice and ensure assessment design aligns with agreed learning outcomes, assessment criteria and product objectives.

  • Produce high-quality assessment proposals that provide technical recommendations for secure, engaging and innovative assessment approaches, helping project teams deliver products that improve knowledge retention and skills transfer.

  • Maintain rigorous assessment development processes through regular review and continuous improvement. You'll produce and update documentation, guidance and work instructions that support consistency and quality across the assessment portfolio.

  • Analyse assessment data and question bank performance to inform strategic decision-making. You'll produce reports, identify trends and recommend improvements that enhance assessment validity, reliability and learner experience.

  • Proactively manage multiple question banks, carrying out detailed gap analysis, performance reviews and ongoing maintenance to ensure assessment content remains current, balanced and effective.

  • Work collaboratively with internal teams and external stakeholders, including subject matter experts, focus groups and pilot projects, to support the development of new products and continuous improvement of existing assessments.

  • Quality assure assessment materials by evaluating validity, reliability, accessibility and overall effectiveness. You'll ensure governance standards are met through robust documentation, evaluation and continuous feedback.

  • Maintain your own professional expertise by keeping up to date with developments in assessment design, AI-assisted assessment development, educational technology, legislation and industry best practice.

  • Use AI-assisted authoring tools responsibly to generate, refine and evaluate draft assessment items, ensuring appropriate human oversight and alignment with agreed learning outcomes, cognitive levels and assessment standards.



What we’re looking for:


  • Strong, current and accurate understanding of using assessment methodology and best practice evidenced in recent employment, including Bloom’s Taxonomy and the key principles of assessment (validity, reliability, and accessibility).

  • A thorough understanding of assessment development supported by evidence, including competence writing assessment proposals, confidence in data analysis and thorough designing of relevant assessment materials that correlate to various delivery methods.

  • Demonstrable experience of collaborating with and management of industry stakeholders, subject matter experts, product managers and course design specialists, to identify requirements and create assessments including supporting material, all evidenced by recent employment history.

  • Experience of using, adapting and understanding assessment-related technology systems, including applying assessment management frameworks and content authoring solutions, such as PearsonVue Exam Developer or bespoke internal systems.

  • Competent and confident with the Microsoft Office suite, particularly MS Excel

  • Highly developed, accurate and consistent written and verbal skills that demonstrate an excellent command of the English language and its nuances.

  • Strong and versatile communication and influencing skills for engaging with a range of stakeholders internally and externally.

  • Proficient organisation skills that are consistent and reliable, and demonstrate a joined-up thinking and proactive rather than reactive approach to all tasks.

  • PGCA Postgraduate Certificate in Assessment or alternative qualification(s).

  • Experience and understanding of either vocational or academic education and training at adult learning or further education level, including familiarity with associated training material requirements and production.
