Asiant Cefnffyrdd De Cymru | South Wales Trunk Road Agent is looking for a leader to provide strategic and operational oversight in maintaining the trunk road network. The role involves implementing policies, managing maintenance works, and ensuring compliance with regulations.

Responsibilities

  • Provide strategic leadership in maintenance activities for a safe and resilient road network.
  • Prepare and develop policies for maintenance and management activities.
  • Accountable for network condition, performance, compliance, and sustainability.
  • Lead programming and delivery of maintenance works across asset groups.
  • Oversee development and delivery of the minor capital programme.
  • Direct response to incidents and severe weather events.
  • Establish governance-compliant systems for maintenance and control.
  • Monitor and improve contractor and supply chain performance.
  • Design performance frameworks and analyze operational data.
  • Prepare financial and performance reports for quarterly and annual outputs.
  • Drive continuous improvement initiatives for efficiency and best practice.
  • Build relationships with stakeholders including Welsh Government and local authorities.
  • Represent SWTRA at meetings and working groups.
  • Manage teams, promoting performance and professional development.
  • Ensure financial management including budgeting and cost control.
  • Ensure compliance with Health & Safety, environmental, and quality standards.
  • Contribute to sustainability and customer outcome strategies.

Job description

Responsibilities
  • Provide visible and effective strategic and operational leadership in the planning, prioritisation and delivery of all routine, cyclic and reactive maintenance activities, ensuring the trunk road network is maintained in a safe, serviceable and resilient condition.
  • Prepare, implement and continuously develop policies, procedures and operational frameworks governing maintenance and network management activities in line with the Trunk Road Maintenance Manual, Highways Act 1980, Traffic Management Act 2004, New Roads and Streetworks Act 1991 and Welsh Government requirements.
  • Act as the accountable custodian of the motorway and trunk road network, taking responsibility for network condition, performance, compliance and long‑term sustainability through risk‑based asset management.
  • Lead, manage and optimise the programming and delivery of maintenance works across all asset groups, including carriageways, drainage, soft estate, traffic signals and safety fencing.
  • Manage and oversee the development and delivery of the Category 2 minor capital programme, ensuring effective prioritisation, governance and delivery within budget.
  • Lead and direct the response to incidents, emergencies and severe weather events, ensuring effective coordination and minimal disruption.
  • Establish and maintain governance‑compliant systems and processes for routine maintenance, development control and delegated statutory functions.
  • Take ownership of contractor and supply chain performance through effective monitoring, auditing and continuous improvement.
  • Design and manage performance frameworks, analysing operational and financial data to inform decision‑making.
  • Prepare and present detailed financial and performance reports to inform quarterly and annual reporting outputs.
  • Lead continuous improvement initiatives, driving innovation, efficiency and best practice.
  • Build and manage strategic stakeholder relationships, including Welsh Government, local authorities and contractors.
  • Represent SWTRA at meetings, forums and working groups as a key operational and technical lead.
  • Lead, manage and develop teams, promoting performance, accountability and professional development.
  • Ensure effective financial management, including budgeting, forecasting and cost control.
  • Ensure compliance with Health & Safety, environmental and quality standards within the SWTRA Integrated Management System.
  • Contribute to wider organisational strategies relating to sustainability, resilience and customer outcomes.
  • Undertake any other duties commensurate with the role.
Language Requirements

Welsh Language skills are not required.
