Job summary

Spinwell Global Limited is recruiting an Alliance Programme Manager for a key public sector opportunity, with delivery from Exeter or Winfrith. You will provide day-to-day strategic leadership, guiding Project Managers and programme teams to realise business benefits within time, cost and quality targets.

The role requires proven programme management expertise, strong leadership, stakeholder management, and a track record of delivering complex organisational change and benefits realisation.

Qualifications

• Degree level education or substantial relevant experience.
• Recognised qualification in programme management methodologies (e.g. MSP).
• Evidence of effective leadership through interpersonal and communication skills, including performance management.
• Evidence of managing budgeting and resource allocation in a challenging environment.
• Proven ability to manage stakeholder relationships in a complex change environment.
• Evidence of benefits realisation within time, cost and quality parameters.

Responsibilities

• Define and set the strategic direction for the Programme on behalf of the SRO and initiate appropriate projects.
• Prepare the Programme Brief, Preparation Plan and business case documentation.
• Establish the delivery framework with robust governance for benefits, budget, risk and issue reporting.
• Manage delivery of the programme and monitor project activity for time/cost/quality alignment.
• Manage and report on programme resourcing and finances, securing resources from stakeholders.
• Lead the Project Managers delivering specific projects within the programme.
• Ensure stakeholder engagement and effective communication across the Programme and projects.
• Manage interdependencies, risks, and issues and elevate where needed for resolution.
• Ensure alignment with ICT Strategy and relevant policies and legislation.
