Director of Education & Inclusion Services

Salary: £113,745

Rhondda Cynon Taf Council is seeking a Director to lead the Education & Inclusion Services team, supporting 111 schools and 4,594 school‑based staff with a school budget of £212 million. The role will oversee the Council’s large investment in modern school facilities, including a capital programme of £72 million over three years and a net revenue budget of around £37 million.

Overview

The Director will continue to manage the Council’s major investments in school facilities since 2014, with over £505 million spent on schemes across Band A and Band B and an additional £414 million funding package agreed in principle for future projects up to 2033. The role requires strong leadership, creativity and innovation as part of an experienced senior leadership team, supported by elected Members and partners.

Responsibilities
  • Manage the net revenue budget (~£37 million) and a three‑year capital programme (~£72 million).
  • Lead the delivery of education and inclusion services across all 111 schools.
  • Oversee the Council’s investment in modern school facilities, ensuring projects meet quality, cost, time and sustainability targets.
  • Collaborate with stakeholders, partners and elected representatives to support the Council’s improvement strategy.
  • Ensure safeguarding responsibilities are met, including protection of children and vulnerable adults.
  • Support the development and implementation of inclusive education policies and practices.
  • Provide strategic direction for non‑school staff (over 1,200 personnel) and school‑based staff.
  • Champion the Council’s commitment to diversity, equality, and inclusion in all initiatives.
Qualifications
  • Extensive experience in senior leadership within education or public services.
  • Strong financial acumen and experience managing large budgets.
  • Excellent stakeholder management and communication skills.
  • Knowledge of school facility governance and project delivery best practices.
  • Demonstrated commitment to safeguarding and inclusion.
  • Proficiency in Welsh to at least Level 3 is required; higher proficiency preferred for Welsh‑speaking applicants.
