Overview
Oversees a group of technical employees responsible for the analysis, design, construction, inspection, installation, timing, repair, maintenance and testing of traffic systems, Intelligent Transportation Systems (ITS) and related components. Manages or supervises technical and administrative employees. Work requires contact with governmental and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties
Traffic Systems Administrator I or II:
- Conducts on-site verification inspections of goods and services provided by vendors and contractors.
- Coordinates with roadway design on schematics, assists with capacity and level-of-service studies and reviews in-house and consultant traffic control plans and traffic projects. Develops budgets and monitors stock accounts and equipment inventories.
- Develops operating procedures for traffic control, ITS, illuminations or systems equipment installation, maintenance and repair
- Ensures proper traffic control procedures and safety precautions are used at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment.
- Gathers traffic data, makes recommendations and assists in preparing plan layouts for traffic projects including signs, signals, illumination devices, left turn lanes, speed zones, school zones and pavement markings.
- Maintains liaison with the Traffic Operations Division concerning traffic safety and/or ITS issues.
- Meets with TxDOT staff and local governmental officials to discuss traffic problems and possible solutions.
- Reviews traffic control plans.
- Writes and revises specifications, amendments and contract provisions for traffic control, ITS, illumination or systems equipment.
- Writes work orders and orders equipment and supplies.
- Performs other job responsibilities as assigned.
Traffic Systems Administrator II
- Participates in TxDOT research projects.
- Provides technical assistance and support for ITS
- Represents the Department in legal proceedings when required
- Writes and revises specifications, amendments and contract provisions for traffic control, ITS, illumination or systems
- Oversees specific traffic and ITS related programs.
- Prepares correspondence related to traffic systems.
- Prepares, coordinates and monitors consultant contract administration for traffic systems and ITS.
Minimum Qualifications
Education:
Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
Traffic Systems Administrator I: 2 years construction, electronic troubleshooting, electrical construction/installation, electromechanical, traffic systems maintenance/management, transportation engineering, design, or related experience.
Traffic Systems Administrator II: 3 years construction, electronic troubleshooting, electrical construction/installation, electromechanical, traffic systems maintenance/management, transportation engineering, design, or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Supervisory Experience:
Traffic Systems Administrator I: 1 year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Traffic Systems Administrator II: 2 years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications
Valid driver’s license. This position requires driving a state vehicle.

- The relationship of traffic control equipment to the operation of a traffic management system
- Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability
Physical Requirements and Working Conditions
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
