Introduction
eu-LISA is the Agency of the European Union (EU) established to provide a long-term solution for the operational management of large-scale IT systems essential to the implementation of the asylum, border management and migration policies of the EU. The Agency’s core mission is to be dedicated to continuously add value to Member States, supporting through technology their efforts for a safer Europe. To support eu-LISA’s core administrative functions, non-ICT consultancy services are necessary to ensure the provision of deliverables in support of activities carried out by the Agency to ensure governance, planning, business continuity and internal control towards the execution of its mandate.
Technical Specifications
The present technical specifications address needs for support services related to consultancy services for the Protective Security Sector. The tasks include guarding services, physical access systems, monitoring and reporting of security incidents and its analysis and risk assessments, including preparation of documents and reports related to physical security. Persons providing service to eu-LISA shall be cleared at the security level SECRET EU/EU SECRET.
Skills, Knowledge, Experience Required
- A level of post‑secondary education (the equivalent of college or high school) attested by a diploma;
- Minimum 3 years relevant professional experience, of which minimum 2 years in the security sector;
- EU Citizenship, and good code of conduct (lack of criminal convictions);
- Previous experience in: implementing good practices in physical security, working on access control systems, working on video surveillance systems (CCTV) or other security and/or safety systems, managing receptionists and/or security guards;
- Excellent usage of MS Office, in particular MS Excel;
- Proficiency in written and spoken English (level C1 or higher);
- Some knowledge of French language (level B1 or higher).
Ability To
- Proofread communication, documents, draft emails, etc. as needed in English;
- Run reports and handle special security‑ and safety‑related projects, actions or activities as assigned;
- Perform management of security guards, and work in a team;
- Capability of handling access requests for the site and communicating with the stakeholders;
- Capacity of identifying specific vulnerabilities and threats regarding the security and safety of the site and assets;
- Basic knowledge of performing first response in case of an emergency.
Duties/role
- Provide consultancy services in coordinating the supervision of all Security Monitoring Room personnel and/or Reception Desk personnel and to ensure proper completion of all Security Unit duties;
- Supervise the Guards Force and/or the Security Receptionists and ensure that all the orders and instructions of the Head of Sector and of the Team Leader relating to the security of the premises are strictly executed;
- They equally are in charge of:
- Defensive means distribution and assurance;
- Direct Guards supervision and tasks assignments;
- Direct Receptionists supervision and tasks assignments;
- Deployment of the security guards / security receptionists as per roster;
- Re‑deployment of security guards / security receptionists as per the needs and the operational requirement;
- Scheduling and supervising of security checks and vehicle screenings;
- Resolving first‑level security break/fix issues;
- Ensuring the proper training, discipline compliance, and performance of the security guarding and reception services;
- Inspecting all guards / reception personnel while on post.
- Assure that morning and evening site deployment briefings are run as required by eu-LISA and provide guidance on changes that might occur while on duty;
- Ensure that security guards and security receptionists do their daily tasks and patrols as per the standards and instructions;
- Contribute to the forecasting, planning and executing security trainings for the team as well as maintain their proper qualification records and defensive means certifications; carry defensive means whenever on duty and if required to do so;
- Coordinate the management of access and deliveries on site;
- Implement the follow-up of the corrective and improvement actions identified for access management;
- Contribute to the security risk management process run continuously for eu-LISA premises;
- Perform any other activity related to security on eu-LISA premises.
