Job summary

UNESCO seeks middle-level international consultants to build a roster for HR policy research, analysis, and drafting. Remote engagements may last from one to eleven months, with a focus on governance, compliance, and operational efficiency across the Organization.

Responsibilities include policy development, benchmarking, and drafting guidelines, procedures, and toolkits. Collaboration with HR policy teams and staff associations is essential to strengthen the overall HR framework.

Qualifications

• Minimum five years of progressive HR policy experience in international organizations.
• Experience developing, interpreting, and applying staff rules and entitlements.
• Legal analysis or administration of law is an asset.

Responsibilities

• Conduct HR policy research, benchmarking, and analysis.
• Draft revisions, guidelines, and toolkits to meet evolving needs.
• Support policy consultations with staff associations and UN bodies.
• Translate complex provisions into accessible policy products.
• Provide guidance on interpretation and compliance with HR regulations.
