TheInternational Potato Center (CIP) is seeking a dynamic Project Manager to overseethe operations of the “Integration of Orange-fleshed Sweetpotato Value ChainDevelopment” into MIONJO project funded by World Bank and ensure its goalsand objectives are met.

About the project

TheMIONJO project in Southern Madagascar seeks to build resilience in thisdrought-prone region through investment in infrastructure and value chaindevelopment. The goal is to improve livelihood opportunities and resilience ofcommunity-based organizations with women and youth members through theestablishment of sustainable seed systems and profitable value chains oforange-fleshed sweetpotato with a strengthened enabling environment.

The position: The position will report to the CountryManager & Senior Scientist and be co-supervised by the Principal Scientist.This position will be based at Toliara, Madagascar.

Duties and Responsibilities:

Project Management

· Superviseand lead the technical team and the administrative arm of the project

· Leadthe refinement of the content and timelines for the workplan throughinteractions and dialogue with partners and other stakeholders and defineresponsibilities and commitments for its implementation.

· Ensurethat project implementation is responsive to communities and partners andaligned with CIP’s principles, values, and strategic plan.

· Facilitatethe establishment of a cohesive, proactive project team and a strong, mutuallyrespectful partnership of implementing organizations with clear accountability,transparency in its operations and efficiency targeting towards food insecureand poor households.

· Developcollaborative relationships with direct project partners and the largersweetpotato stakeholder community.

· Ensurelonger term viability of the partnership implementing the project throughfrequent interactions with senior managers of the participating organizations.

· Ensurethe timely preparation and high quality of all reports.

· Providemanagement in all aspects of project implementation.

· Workwith administrative and finance units at CIP and other CGIAR partners tooversee the development of sub-agreements and workplans.

· Monitoradherence to grant agreements, CIP policies and procedures and relevantexternal rules and regulations.

· Representand advocate for the project within the region and at the national level.

Staff Management, Professional Development and TeamBuilding

· Foster a positive workenvironment for all staff working in this project.

· Createa work atmosphere conducive to professional growth and development of excellentpersonnel at all levels.

· Promoteaccountability by conducting staff annual performance reviews with directsupervisees and ensuring that all staff members are effectively using theperformance planning and management system.

· Contributeto project team-building efforts and ensure the integration of all team membersinto relevant decision-making processes.

· Assurecompliance in performing duties are aligned with the delegation of authorityassigned to the position.

· Complywith national and international health and safety laws, regulations andstandards.

Requirements

· Atleast MSc in Agricultural Sciences or related field plus 7 years of relevantprofessional experience.

· Strongexperience in project and staff management, preferably within a challenginginternational development context.

· Strongexpertise in relevant research methodologies concerning harvest andpost-harvest management and processing of crops as well as value chaindevelopment.

· Experiencedeveloping and strengthening partner relations.

· Experienceimplementing and adhering to workplans, and monitoring and reportinginterventions.

· Strongknowledge of root and tuber production and processing preferred.

· Experiencemanaging World Bank funds preferred

· Advancedwritten and oral skills in English and French.

· Knowledgeof Malagasy will be an advantage.
