Implementation Network Facilitation Consultant

Organization: Global Coalition to Protection Education from Attack (GCPEA) Location: Remote

Job Description

The Global Coalition to Protect Education from Attack (GCPEA) was formed in 2010 by organizations working in the fields of education in emergencies, higher education, protection, and international human rights and humanitarian law who were concerned about ongoing attacks on educational institutions, their students, and staff in countries affected by conflict. GCPEA is governed by a Steering Committee made up of the following international organizations: Amnesty International, Human Rights Watch, Education Above All Foundation, Plan International, Save the Children, UNICEF, and UNESCO. GCPEA is a project of the Tides Center, a nonprofit 501(c)(3) organization, which serves as fiscal sponsor.

Position Summary

GCPEA is seeking a facilitation consultant to support a state‑led implementation network on the Safe Schools Declaration (SSD). At the Fourth International Conference on Safe Schools in Abuja, Nigeria a network of states was launched by Norway to mutually support and strengthen the implementation of the Safe Schools Declaration. The network promotes cooperation, assistance, and peer‑to‑peer exchange between states that have endorsed the SSD.

The consultant will work closely with the Implementation Coordinator to engage with endorsing states of the Safe Schools Declaration, and GCPEA coalition members and partners to strengthen the implementation of the SSD. The network is supported by a digital platform to facilitate information sharing, state engagement with a global community of experts, participation in discussions in a confidential forum. The consultant will promote and facilitate the network’s communications, collection of good practice and sharing of concrete, effective measures to protect students, teachers, schools and universities from attack. The consultancy is approximately 20 days a month for a duration of 5 months with renewal dependent on funding. The position is fully remote and will report to the Implementation Network Coordinator.

Responsibilities
  • Support SSD implementation and knowledge exchange
    • Contribute to developing and organizing virtual meetings and webinars
      • Manage technology platforms, organize logistics, translation, etc.
      • Coordinate participation and preparatory calls
      • Draft programs, presentations, and manage reporting and evaluation
    • Contribute to developing and organizing in‑person meetings and workshops
      • Secure logistical arrangements for events and facilitate partner participation (travel, briefings, etc.)
      • Draft programs, sessions, and develop other content as needed
      • Support reporting and evaluation
    • Participate in Secretariat planning and support other technical teams
      • Attend weekly team meetings and contribute to Secretariat publications
      • Collaborate with technical teams as needed on events and reporting
      • Represent GCPEA as requested in technical forums
  • Provide technical and operational support to the implementation network, including knowledge management
    • Manage and moderate GCPEA’s LinkedIn platform, including posting relevant content, inviting and managing members, responding to queries and monitoring engagement.
    • Coordinate with GCPEA staff to ensure alignment of posts with the organization’s messaging and strategic objectives.
    • Update and maintain a contact list for the implementation network, ensuring accuracy and data protection compliance.
    • Support outreach and engagement with States for participation in the Network and the collection of good practice.
    • Keep up to date GCPEA’s internal good practice database, ensuring entries are accurate, relevant, and easy to access.
    • Maintain the GCPEA resource bank on the website, uploading new resources and retiring outdated content.
Qualifications

Education and experience

  • University degree in international development or relevant social science, Master’s degree preferred
  • Experience in managing complex, multi‑stakeholder projects
  • Familiarity with the Microsoft suite and varied coordination and knowledge management platforms
  • Experience in conflict‑affected contexts preferred

Knowledge, Skills, and Abilities

  • Must be fluent in English and either Spanish or French.
  • Proven experience in communications, database management, and/or knowledge management.
  • Experience organizing workshops, online trainings and webinars. Including drafting of concept notes and programs, and managing logistics.
  • Experience managing virtual communities of practice and strong familiarity with LinkedIn.
  • Experience with website content management systems (CMS).
  • Ability to multi‑task and focus on multiple projects simultaneously
  • Excellent inter‑personal and diplomatic skills and ability to work across different cultures, with diverse stakeholders
  • Strong oral communication and presentation skills are desirable,
  • Proficiency in additional languages preferred, particularly Arabic, French, or Spanish preferred.
Work Environment, Location and Travel

The location for this position is remote. This position requires international travel, with an estimate of 2 – 4 trips for this stage of the contract. The consultant will travel to multiple regions, including countries impacted by attacks on education and other types of insecurity/conflict.
