IBERDROLA FRANCE SAS is seeking a QHSE Manager to oversee health, safety, environment and quality for the Saint‑Brieuc offshore wind farm. You will supervise maintenance, ensure regulatory adherence and guide both internal teams and external contractors in risk management and continuous improvement.

Based in Brittany, France, with travel across France and Europe, the role requires strong HSQE leadership, development of procedures, and the ability to act as a liaison with authorities and the O&M

Qualifications

• Professional background in Health & Safety with environmental acumen.
• HSQE experience in offshore industry during operational phase.
• Experience developing, implementing and maintaining HSQE policies, plans, procedures and reporting methods.
• Experience driving HSQE performance of internal and external teams.
• Experience in accident investigation.

• Strong communication skills at all levels, fluent or professional in English.

MISSION

The QHSE Manager is involved in the operation of the Saint‑Brieuc offshore wind farm (wind turbines, substation, port facilities and onshore installations). Their main role is to supervise maintenance activities while ensuring the safety and health of internal teams and external contractors. They ensure compliance with QHSE standards, French regulations, and Iberdrola’s internal procedures. They work closely with all stakeholders involved in the operation of the wind farm: contractors, authorities, local actors, the public, etc. The QHSE Manager defines the operational procedures related to health, security, safety, environment and quality. They ensure their proper implementation and develop the necessary documentation and tools. They also advise the Operations Director and the O&M team on regulatory obligations, internal policies, and industry best practices. They ensure compliance with legal and certification requirements with the Prefecture and the IOTA authorities. The HSEQ Manager is reporting to the site Manager.

LOCATION

Position based in Binic–Étables-sur-Mer, Brittany, France. Occasional travel within France and Europe is required (a few days per year). Travel to the offshore wind farm is also expected (a few weeks per year).

WORKING PATTERN

Permanent, full-time position (Monday to Friday). Occasional weekend work may be required during offshore trips.

RESPONSIBILIES AND FUNCTIONS

Health, Safety and Environment

• Prepare annual and task-specific prevention plans.
• Develop HSEQ procedures and ensure their proper implementation throughout the operational phase of the wind farm, with a strong understanding of relevant regulations and legal requirements.
• Monitor key QHSE performance indicators.
• Follow up on accidents, incidents and hazardous situations, and submit safety reports related to these events.
• Conduct risk assessments and keep management informed of identified risks.
• Prepare and lead risk and hazard assessment workshops.
• Develop emergency response plans.
• Organize and participate in emergency response exercises, safety talks, site inductions, etc.
• Review QHSE documentation provided by external contractors.
• Promote and enhance the company’s zero-accident culture.
• Conduct audits and inspections to verify compliance with all applicable site standards.
• Represent the company before local administrative authorities and internal bodies (H&S Committee, etc.).
• Ensure that personal and collective protective equipment meets regulatory requirements.
• Develop and implement internal training and certification programs.
• Lead and participate in QHSE audits of external contractors.
• Provide overall QHSE supervision related to wind farm operations.
• Manage QHSE documentation.
• Contribute to the development, implementation and improvement of the company-wide risk assessment (Document Unique).

Quality

• Implement a quality plan for the Saint‑Brieuc wind farm that meets offshore QMS requirements.
• Lead and participate in quality audits and ensure general quality oversight, both onshore and offshore.
• Act on audit findings to ensure that improvements are implemented and non‑conformities are resolved.
• Participate in audits at manufacturing facilities for defective components.

Compliance with Permits, Licences and Regulatory Requirements

• Ensure compliance with all requirements arising from administrative and environmental authorisations (permits, IOTA, etc.).
• When necessary, prepare non‑compliance reports to be submitted to the relevant authorities.
• Maintain communication and relationships with regulatory authorities.
• Communicate internally and train teams to ensure compliance with these requirements.

PROFILE MANDATORY SKILLS

• Professional Background in Health & Safety with environmental acumen.
• Prior HSQE experience in the offshore industry (wind or Oil & Gas) during operational phase
• Experience of development, implementation and maintenance of HSQE policies, plans, procedures and reporting methods
• Experience driving HSQE performance of internal and external teams
• Experience of accident investigation
• Experience in management of Quality systems
• Highly developed communicator and influencer with the ability to do so at all levels within the organization and externally.
• Fluent or professional in English
