hulo is seeking a Procurement Expert to contribute NGO-side procurement expertise to the Global Humanitarian Procurement Collaboration and Performance Initiative, co-led by WFP, hulo and NRC.
Based in Montreuil with the possibility of remote work in metropolitan France, you will work with the UN-side Procurement Expert and the TWG to translate evidence into practical guidance, tools and donor-facing arguments.
The Procurement Expert contributes NGO-side procurement expertise to the Global Humanitarian Procurement Collaboration and Performance Initiative, the 12-month HLGSC action co-led by WFP, hulo and NRC.
Working closely alongside the Project Manager, the WFP-hosted Procurement Expert (UN) and the wider Procurement Thematic Working Group (TWG), the position provides operational NGO experience to the design, testing and refinement of procurement cooperation guidance and procurement-integration tools, and supports the organisations participating in structured testing, pilots and validation.
A core dimension of the role is co-construction with the UN-side Procurement Expert: the two work jointly to identify which UN and NGO procurement practices are common ground and can be combined, and which need to remain distinct and why, and to translate this into tangible, evidence-based recommendations for the evolution of donor policies and regulations submitted to the HLGSC Donor Group.
