Job summary

Council of Europe’s EDQM seeks a Head of the Building and IT Infrastructure Department to lead a multi-disciplinary team across IT, General Services and Publications. You will drive strategic objectives, oversee large-scale infrastructure projects, and ensure high standards of service and delivery.

The role requires at least 10 years of relevant experience, strong change management skills, and fluency in English or French with solid knowledge of the other language.

Qualifications

• 10+ years of relevant professional experience in roles of increasing responsibility in building and IT
• Significant leadership experience managing large multi-disciplinary teams (>20 staff)
• Excellent communication and collaboration with multiple stakeholders

Responsibilities

• Lead the Building and IT Infrastructure Department and align its goals with the EDQM's strategic objectives
• Oversee cross-functional projects, budgets, and contracts to ensure timely and compliant delivery
• Promote quality, change management, and staff development within the department
• Coordinate with other EDQM entities and Council of Europe directorates to support organisational activities
