Job summary

UNESCO Education Sector is seeking a consultant to deepen understanding of educational exclusion by examining data systems that track out-of-school children and dropout rates. The role includes literature review, country case studies, and developing an EMIS-PATT module to guide capacity-building and policy support.

Responsibilities cover desk reviews, remote interviews, cross-case synthesis, and validation with UNESCO teams. Five years in EMIS and strong OOSCI knowledge are essential.

Qualifications

• Minimum five years' experience in EMIS or education data systems, with learner-level data, attendance, and dropout tracking.
• Strong knowledge of UNICEF/UNESCO OOSCI framework and data systems for ECCE, TVET, higher education.
• Experience with international organizations is highly valued.

Responsibilities

• Conduct a literature review on data systems for out-of-school children and dropout, drawing on OOSCI documents and related work.
• Prepare six country case studies through desk reviews and remote interviews.
• Produce a cross-case synthesis of findings.
• Develop an EMIS-PATT module: self-assessment matrix, facilitation guide, and roadmap template.
• Validate drafts with relevant UNESCO teams.
