We have an exciting opportunity for an experienced and technically adept Contract Maintenance Manager (CMM) to support business development efforts focused on federal government contracts in the areas of facilities services, operations and maintenance, and healthcare environmental cleaning services. You will need to reside in the area of Ellsworth AFB, SD Little Rock AFB AR, Denver, CO or Colorado Springs area. The ideal candidate will have a ,minimum 5 years of progressive maintenance management experience, including at least 2 years managing teams under service contracts with the Federal Government.

Position Overview

The Contract Maintenance Manager (CMM) within Forefront’s Government Division is responsible for the oversight and execution of all maintenance operations under government service contracts. This role ensures that facilities, equipment, and systems are maintained to the highest standards of safety, efficiency, and compliance with federal, state, and local regulations. The CMM serves as the primary liaison with contracting officers and government representatives, ensuring all performance objectives, reporting requirements, and service level agreements are achieved.

Key Responsibilities
  • Contract Compliance & Oversight
  • Ensure all maintenance activities meet the terms and standards set forth in government contracts.
  • Maintain accurate records, logs, and reports required for compliance and audits.
  • Serve as the primary point of contact for government clients and contracting authorities.
  • Maintenance Operations Develop and execute preventative, corrective, and predictive maintenance programs.
  • Oversee inspections, testing, and repairs of building systems including HVAC, plumbing, electrical, and mechanical equipment.
  • Ensure workplace safety and compliance with OSHA, EPA, and other applicable regulations.
Leadership and Team Management
  • Supervise and coordinate maintenance staff and subcontractors.
  • Provide training, mentorship, and performance evaluations to ensure operational excellence.
  • Promote a culture of accountability, safety, and continuous improvement.
  • Budget &Resource Management
  • Manage budgets for labor, equipment, and supplies in alignment with government contract requirements.
  • Control costs and recommend efficiency improvements.
  • Oversee procurement and inventory management of maintenance-related materials.
Reporting and Communication
  • Provide timely reports on maintenance activities, performance metrics, and compliance status.
  • Collaborate with government representatives and internal stakeholders to address issues and ensure service satisfaction.

Qualifications
  • Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related field ().
  • Technically qualified in the field of Healthcare Facilities Management and have a minimum of three (3) years of experience managing operations and maintenance (O&M) services in a medical facility.
  • Minimum five (5) years’ experience servicing and/or renovating commercial buildings, including supervision of a diversified work force responsible for operations, maintenance, and repair of commercial building infrastructure systems.
  • Familiarity with various codes and standards applicable to O&M tasks, such as TJC, NFPA, EPA, and OSHA codes and standards.
  • Formal training related to the TJC (Environment of Care/Life Safety Code standards) ()
  • American Society for Healthcare Engineering (ASHE) Certified Healthcare Facility Manager(CHFM) certification ().
  • Working knowledge of building systems and computerized maintenance management systems (CMMS), such as DMLSS-FM and LogiCole.
  • Familiarity with FAR (Federal Acquisition Regulations) and government reporting standards a plus.
  • Strong leadership, organizational, and communication skills.
