ASSIGNMENT : INDIVIDUAL CONSULTANT FOR ANALYSIS OF PVS DATA ON AMU / AMR AND HEALTH SYSTEMS CAPACITY

CONTEXT

The World Organisation for Animal Health (WOAH) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH improves animal health, protects animal welfare, and strengthens Veterinary Services. WOAH provides transparent information on worldwide animal health and promotes international standards, especially the safety of trade in live animals and animal products.

WOAH operates a global “One Health” approach, combining animal and human health. It supports national Veterinary Services of Members, mainly through the Performance of Veterinary Services (PVS) Pathway, a flagship capacity‑building platform with more than 145 participating countries and over 500 reports.

The WOAH Capacity‑Building Department (CBD) is digitalising all PVS processes, data collection, and analysis. The resulting PVS Information System (IS) offers dashboards and key performance indicators that inform WOAH programmes and partner initiatives (World Bank, FAO, WHO, etc.).

POSITION DESCRIPTION

The consultant will work remotely under the supervision of the Capacity Building Head of Department and in close coordination with senior PVS staff and the VP/AMR Department.

MISSION OBJECTIVES

Conduct a cross‑sectoral analysis of PVS data related to antimicrobial use (AMU), antimicrobial resistance (AMR), veterinary medicines and biologicals, and related capacity. The outcomes will inform WOAH’s 5‑year roadmap for the UNGA declaration on AMR, the 20th anniversary of the PVS Pathway, and other initiatives.

ACTIVITIES AND DELIVERABLES
  • Explore data and trends in the PVS IS, reports, and WOAH’s PVS large language model (LLM); perform ad‑hoc analyses as required.
  • Develop subject‑matter indicators on strengths, weaknesses, recommendations, priorities, strategies, activities, and costing related to AMU, AMR, veterinary medicines, biologicals, and Veterinary Services capacity.
  • Translate indicators and data into dashboards; supervise visualisation work to ensure sustainability and monitoring.
  • Coordinate day‑to‑day project activities, draft documentation, and monitor progress; meet hard milestones, including reports by end Q1 2026 and dashboard delivery on the PVS IS UAT environment by 31 March 2026.

Deliverables

  • Workplan with milestones for all deliverables.
  • Dashboard(s) on the developed indicators, delivered to PVS IS UAT by 31 March 2026.
  • Indicator matrix covering all suggested indicators, electronically submitted by 31 December 2025.
  • Report and infographic on the AMU/AMR body of work from PVS IS, final version by 31 March 2026.
  • First PVS Self‑Assessment Annual Report with global and regional insights, submitted by 31 March 2026.
QUALIFICATIONS AND EXPERIENCE
  • Graduate degree in veterinary science, public health, data analysis, international relations, or a related field.
  • Minimum 10 years of experience in project management, data analysis, monitoring, evaluation, accountability and learning (MEAL) frameworks, and reporting results.
TECHNICAL SKILLS
  • Strong analytical and strategic writing skills; ability to summarise findings for a lay audience.
  • Capability to integrate diverse data sources into impactful data stories about health system capacity.
  • Experience with Power BI or other data visualisation software (plus).
  • Understanding of health‑system capacity and systems thinking; familiarity with public and animal health systems.
PERSONAL AND INTERPERSONAL SKILLS
  • Excellent written and oral communication and collaboration skills.
  • English fluency required; French and/or Spanish a plus.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Self‑starter, organised, adaptable, creative, and able to work under pressure.
  • Strong problem‑solving skills and solutions‑oriented mindset.
  • Comfortable working in multicultural, multidisciplinary settings.
WORKING CONDITIONS
  • Remuneration: Daily rate fixed between 400 and 450 €; rate depends on experience.
  • Duration: Starting immediately for a maximum of 126 days, ending 31 March 2026.
  • Location: Remote, home‑based.
