ESSP SAS in Toulouse seeks a Temporary Compliance Engineer to ensure systems and company compliance under European regulations within the communications and surveillance domain.

The role requires 4–5 years in telecom/space/aeronautics, strong English, and an engineering degree, with regular travel across Europe and teleworking up to 2 days per week.

Qualifications

  • 4+ years in telecommunications or 5+ years in space/aeronautical domains.
  • Very good level of English (B2/C1).
  • Engineering degree or equivalent; experience in international European projects.
  • Knowledge of European and EASA regulations and standards.

Responsabilités

  • Contribute to certification plans and maintenance of certification for Communication and/or Surveillance domains.
  • Demonstrate compliance evidence to regulatory requirements and prepare datapackages.
  • Interface with the competent authority in Communication and Surveillance domains.
  • Prepare and submit change notifications; follow up decisions and evidences.
  • Participate in system releases and certification schedule planning.
  • Build the Interoperability dossier with certification team support.
  • Maintain compliance monitoring information and support oversight by authorities.
  • Create and maintain certification documentation and awareness sessions.

We are looking for a Temporary Compliance Engineer (F/M) who will be in charge of, in the scope of the European regulations, providing the evidence of compliance of systems and Company itself in order to guarantee the provision of services in communication & surveillance domains.

For these activities, we are looking for someone with at least 4 years’ experience in telecommunications and/or 5 years in space or aeronautical domains with a very good level of English (minimum B2).

Your main responsibilities/activities will be:

In the frame of the company ANSP (Air Navigation Service Provider) certification, in support and under coordination of the Certification Team Manager, and in close collaboration with all company departments, the Compliance Engineer’s main responsibilities are:

  • Contribution to the definition then implementation and maintenance the Communication and/or Surveillance Company certification plans;
  • Demonstrattion of compliance evidence of Communication and/or Surveillance systems to the regulatory requirements and preparation of the required datapackages;
  • Interface with the competent authority in Communication and Surveillance domains.

For any Communication & Surveillance system in operation, the Compliance Engineer:

Propose change notifications:

  • Prepare and submit the proposed change notifications to the Competent Authority
  • Answer to comments, conditions and limitations;
  • Follow up the decision on the changes, the implementation and management of associated evidences.

Follow the operated System Releases, when relevant:

  • Participate to releases’s progresss meetings and releases’ reviews;
  • Contribute to the elaboration of the schedule for certification part;
  • Build the Interoperability dossier, with the support of the certification team when relevant.

Support the management of the Regulatory Audits findings and Compliance Monitoring:

  • Keep up-to-date compliance monitoring information through dedicated compliance matrix;
  • Prepare/Support/Participate when relevant to competent authority oversights;
  • Participate to root cause analysis of non-conformities when non-conformities are in the communication & surveillance certification area;
  • Ensure the implementation and follow-up of Occurrence Reporting.

At company level:

  • Set up and maintain certification-specific documentation to comply with applicable regulatory framework;
  • Maintain and animate awareness sessions on applicable regulatory framework.

PROFILE:

  • Very good level of English (B2 – C1)
  • Spanish and French is a plus
  • Knowledge of the Air Traffic Management world and related practices and technologies
  • Knowlegde of GNSS/SBAS systems and their application, in particular in safety of life applications
  • Knowledge of the European and EASA regulations and associated standards (ICAO-SARPS, MOPS, DLS).

JOB REQUIREMENTS:

  • Available for regular travels mainly in Europe
  • Engineering degree or equivalent
  • Experience in projects in an international context (European)
