Qualifications

• Master’s degree in public administration, environmental policy, or related field; or first-level degree with 2 additional years' experience.
• Fluency in oral and written Spanish is mandatory; English fluency is highly desired.
• Requires 6-8 years of experience in public policy and governmental coordination.
• Experience with multi-stakeholder platforms and navigating complex federal bureaucracies.
• Strong communication, facilitation, diplomacy, and project management skills.

Responsibilities

Key responsibilities include coordinating and ensuring the participation of all competent actors and authorities engaged in Mexico's super pollutant agenda and its climate mitigation and air quality objectives. This involves facilitating collaboration across relevant line and sectoral ministries, potentially through a national interministerial mechanism, and engaging with other key stakeholders. The role also requires engaging with CCAC Hubs to enhance national action and cross-sectoral integration. Specific duties involve establishing and maintaining a functional national SLCP coordination platform, conducting regular inter-ministerial meetings, and developing operational coordination and communication protocols. Additionally, the role supports improved policy coherence by contributing to policy briefs and analyses, and fosters enhanced inter-ministerial collaboration through joint workplans and facilitated workshops.

Education

An advanced university degree (Master’s or equivalent) in public administration, environmental policy, international relations, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted. Fluency in oral and written Spanish is mandatory, with English fluency being highly desired.

Work experience

Requires 6-8 years of experience in public policy and governmental coordination, preferably in environment, climate, or sustainable development. A strong understanding of Mexico’s environmental institutions and policies, as well as short-lived climate pollutants, climate change, and air pollution issues in Mexico, is essential. Experience with multi-stakeholder platforms and navigating complex federal bureaucracies is also required.

Skills

Excellent communication (written and oral), facilitation, diplomacy, and project management skills. Ability to work effectively with diverse stakeholders and collaborate with multidisciplinary teams. Strong understanding of Mexico's environmental policies and climate change mitigation. Familiarity with CCAC and UNFCCC processes is desired.
