Purpose of the Job
As a member of the Project & Development Very High speed Trains (VHST), Locomotives & Tramways Bid Team supporting all Alstom Regions:
- Take operational responsibility of Tramways, Locomotives or VHST tenders, in stand‑alone or as part of Turnkey Systems offers, in binomial with Region Tender Leader or Turnkey (TKY) Bid Director.
- Deliver a winning bid to Region or TKY Team in charge, with a clear scope, accurate QCD commitment and within the allocated tender budget
- Assemble robust QCD commitment (solution definition, cost, delivery schedule) securing sustainable project margin performance at completion
- Transfer Project to Project team with sufficient robustness and accuracy allowing efficient start of execution.

Detailed responsibilities
Work together with the Tender Leader in implementing Company strategy and objectives for the tender, raising blocking issues and proposing solutions to get Management arbitration.
When working in the frame of Turnkey systems offers, participate in coordination meetings, agree clear share of works with other stakeholders for both Tender and Project phases, making sure that instructions are properly cascaded/implemented within Rolling Stock organization.
In any cases:
- Lead the Bid Team involving several Alstom entities (sub systems, Metiers, Alstom Participating Units). Coordinate tender works while allocating clear and appropriate targets to contributors.
- Drive offered solution definition by capturing Client’s Requirement in detail, implementing Reference Solutions and addressing gaps to secure requested level of compliance
- Monitor the QCD in order to gain commitment from each involved stakeholder: identify gaps, define working instructions with target costs, challenge contributors, ensure that all commitments are secured and properly documented, trigger gate reviews from Go decision to Offer submission.
- Deploy a robust risks assessment mechanism while identifying savings and opportunities and propose a viable plan to overcome main risk/obstacles anticipated for project execution.
- Submit the Proposal to the Client including offered solution description, Project implementation schedule, Clause by Clause with compliance assessment, contractual documentation and financial offer
- Contribute to clarification then negotiation to contract signature: check feasibility of changes, update QCD commitments and share of works, update economical submission while ensuring traceability and securing final review of the contract documentation before signature
- Following Client’s final decision, transfer the contract to the Project team when successful and contribute to return of experience through the Win‑Loss Analysis in any cases
- Deliver frequent, accurate and transparent reporting to the Management concerning tender progress and main stakes
- Deploy Alstom and Local instructions, tools and applicable policies such as Tender Management process, Code of Ethics, EHS policy, Railway Safety, etc….
- Master's degree in Business Administration or Engineering
- 5 years Bid Management experience in international tenders or in Rolling Stock Project Management
- Confirmed experience in international business including involvement in negotiation phases
- Rigorous with strong analytical and priority management skills
- Able to work under pressure and meet deadlines
- Dynamic team player with strong leadership
- Ability to influence, negotiate and communicate at all levels of organization in international environment
- Languages: English and French are mandatory; Spanish is a plus
- Able to honour frequent travelling in Export/Far Export countries, lasting from 1 (frequent) to 3 weeks (occasional) in general.
