Organizational Context

The United Nations Environment Programme (UNEP) is seeking an Adaptation Specialist Consultant to support Paraguay's NDC 3.0 and national technology planning. This role is part of the NDC Act & Invest Initiative, funded by the Partnership Action Fund (PAF). The consultant will work remotely from Asunción, Paraguay, with hybrid office presence.

Job Purpose

The Adaptation Specialist Consultant will provide crucial technical and coordination support to enhance Paraguay's climate change adaptation strategies, specifically within its Nationally Determined Contribution (NDC 3.0). The role aims to integrate adaptation priorities into national technology planning, review and update adaptation actions across key sectors, and ensure alignment with international agreements like the Paris Agreement. By identifying and addressing gaps and needs, the consultant will bolster Paraguay's capacity to implement its climate resilience objectives, monitor progress, and advance technological solutions for adaptation, ultimately contributing to the country's climate action goals and sustainable development.

Responsibilities

The consultant will review and update adaptation action lines, ensuring their alignment with the Belém indicators and incorporating stakeholder feedback. Key duties include identifying and tracking gaps, challenges, and technical needs in adaptation implementation. The role involves coordinating and supporting technical meetings, workshops, and validation sessions, including preparing agendas and materials. Responsibilities also encompass systematizing feedback, maintaining records, and supporting the development and follow-up of the AFOLU Technology Action Plan. The consultant will prepare consolidated reports and tracking matrices, ensuring timely delivery of outputs and high-quality deliverables, while coordinating closely with national institutions and UNEP teams.

Work Experience

A minimum of seven years of relevant work experience in environmental management is required. Four years of experience in planning, implementing, or monitoring climate change adaptation initiatives or NDC actions in Paraguay is desirable. Experience with Paraguay's climate change framework, working with public institutions, and integrating gender considerations is also advantageous.
