Job summary

H&MV Engineering is seeking a Junior HSE Advisor to support Health, Safety, and Environmental requirements on projects in Finland. Reporting to senior HSE personnel, you’ll help ensure compliance with HSE standards, Finnish law, and client needs while building hands-on experience in construction and electrical infrastructure environments.

• Essential qualification in Health & Safety (NEBOSH Certificate, NVQ Level 3, or equivalent) or working towards same.
• Strong interest in developing a career in HSE within construction or engineering environments.
• Knowledge of Finnish HSE legislation and site safety requirements.

• Raise safety concerns promptly to the Project HSE Advisor or Site Management team.
• Support housekeeping and site set‑up inspections; monitor High‑Risk Activities under supervision.
• Assist in verifying controls, permits, and briefings prior to works; communicate HRA controls.

About the Role:

The Junior HSE Advisor will support the delivery of Health, Safety, and Environmental (HSE) requirements on H&MV projects in Finland. Working under the guidance of senior HSE personnel, the role supports compliance with H&MV HSE standards, applicable Finnish legislation, and client requirements, while developing competence and experience in construction and electrical infrastructure environments

Key Responsibilities:

• HSE Support & Site Engagement Support senior HSE Advisors and site management in the implementation of H&MV HSE procedures and site rules.
• Maintain a visible site presence, engaging with supervisors and operatives to promote safe behaviours.
• Assist with daily site walkdowns and safety observations.
• Site Safety & Compliance Support monitoring of site activities to ensure Safe Systems of Work are followed.
• Assist with review and implementation of RAMS, Safe Plans of Action (SPA’s), and Permits to Work.
• Raise safety concerns promptly to the Project HSE Advisor or Site Management team.
• Support housekeeping and site set‑up inspections. High‑Risk Activity Awareness Support identification and monitoring of High‑Risk Activities (HRA’s) and Extra High‑Risk Activities (E‑HRA’s) under supervision.
• Assist in verifying that controls, permits, and briefings are in place prior to works commencing. Support communication of HRA controls through daily briefings and whiteboards.
• Inspections, Audits & Reporting Assist with weekly site HSE inspections and preparation of audit information.
• Support incident, near‑miss, and safety observation reporting, ensuring timely escalation.
• Assist in tracking corrective actions to close‑out.
• Training, Inductions & Engagement Support delivery of site inductions and visitor inductions.
• Assist with toolbox talks, safety briefings, and HSE campaigns.
• Encourage workforce participation in SSD (See Something, Say Something, Do Something) reporting.
• Documentation & Systems Maintain accurate HSE records under supervision using H&MV systems (QAP 10, ACC, MyHub).
• Support document control for RAMS, permits, training records, plant registers, and inspections.
• Assist with updating site HSE noticeboards and registers.

REQUIREMENTS

• Essential Qualification in Health & Safety (NEBOSH Certificate, NVQ Level 3, or equivalent) or working towards same.
• Strong interest in developing a career in HSE within construction or engineering environments.
• Good understanding of basic risk assessment principles.
• Desirable Previous site experience (construction, civils, electrical, or engineering).
• Knowledge of Finnish HSE legislation and site safety requirements.
• Familiarity with ISO 45001 / ISO 14001 principles.
