Job summary

HelsinkiCMC is seeking an experienced HSE Manager to lead health, safety and environmental aspects on a major AI data-centre near Helsinki. You will own the HSE assurance framework and monitor contractor performance through civil works, MEP installation, energisation and commissioning.

Required are senior HSE leadership skills, NEBOSH/IOSH qualifications, and strong audit/reporting capabilities, with fluent English; Finnish language skills are a plus.

Qualifications

• Senior HSE leadership on large-scale data centres or critical projects.
• Knowledge of high-risk construction and electrical energisation.
• Experience in owner-side PMC or client-representative role.
• Fluent English; Finnish language is advantageous.
• EU working rights for Finland.

Responsibilities

• Develop and implement owner-side HSE plan and assurance programme.
• Monitor GC and subcontractor compliance with Finnish legislation and safe systems.
• Review contractor HSE plans, risk assessments and permit-to-work procedures.
• Lead HSE audits, inspections and contractor-performance reviews.
• Provide oversight of high-risk activities including lifting, working at height, excavations and temporary works.
• Lead electrical-safety assurance covering energisation, LOTO and commissioning activities.
• Investigate incidents, near misses, and unsafe conditions with corrective actions.
• Monitor indicators and provide HSE reporting to the Project Director.
• Coordinate emergency planning and interfaces between construction, commissioning and operations.
• Promote proactive reporting culture and visible safety leadership.
• Support environmental compliance, waste management and sustainability objectives.
• Verify contractor induction, competency and training arrangements.

HSE Manager | AI Data Centre | HelsinkiCMC is looking for an experienced HSE Manager to provide owner-side health, safety and environmental leadership on a major AI data-centre development near Helsinki. The HSE Manager will establish the project's assurance framework, independently monitor contractor performance and ensure safe delivery through civil works, MEP installation, energisation and commissioning.

Responsibilities

• Develop and implement the owner-side project HSE plan, objectives and assurance programme.
• Monitor GC and subcontractor compliance with Finnish legislation, project requirements and approved safe systems of work.
• Review contractor HSE plans, risk assessments, method statements and permit-to-work procedures.
• Lead HSE audits, inspections, leadership walks and contractor-performance reviews.
• Provide oversight of high-risk activities including lifting, working at height, excavations, confined spaces and temporary works.
• Lead electrical-safety assurance covering energisation, switching, LOTO and commissioning activities.
• Investigate incidents, near misses and unsafe conditions, ensuring effective corrective actions and lessons learned.
• Monitor leading and lagging indicators and provide clear HSE reporting to the Project Director.
• Coordinate emergency planning and interfaces between construction, commissioning and operations.
• Promote a proactive reporting culture and visible safety leadership across the programme.
• Support environmental compliance, waste management, spill prevention and project sustainability objectives.
• Verify that contractor induction, competency and training arrangements are effective.

Required experience

• Senior HSE leadership experience on large-scale data centres, energy, industrial or other mission-critical projects.
• Detailed knowledge of high-risk construction and electrical energisation activities.
• Experience working in an owner-side PMC, developer or client-representative capacity.
• Recognised qualification such as NEBOSH Diploma, IOSH, NVQ Level 6 or an equivalent European credential.
• Knowledge of Finnish occupational-safety requirements is strongly preferred.
• Experience overseeing multinational GCs and subcontractor workforces.
• Strong auditing, investigation and reporting capability.
• Fluent professional English.
• Finnish language ability would be advantageous.
• EU working rights or the ability to work compliantly in Finland.
