Sateliot, a Barcelona-based satellite company, seeks a senior spectrum policy and RF/regs expert to lead our spectrum strategy, ITU-R engagement, and regulatory liaison. Responsabilidades

• Own the technical position behind our spectrum strategy, including candidate bands and spectrum sharing.
• Contribute to ITU-R work and shape agenda items for WRC-27 and beyond.
• Represent Sateliot in 3GPP working groups (RAN4 and RAN1) on coexistence and multi-RAT spectrum sharing.
• Lead spectrum analysis, interference studies, PFD/EPFD limits, and link-budget implications.
• Translate regulatory constraints into device and roadmap requirements and liaise with regulators and advisors.

What you'll do

• Own the technical position behind our spectrum strategy: candidate bands, spectrum sharing, and compatibility with other radio technologies worldwide.
• Take part in the ITU-R work and shape it: band selection under the WRC-27 agenda, and the future agenda items that will define the next cycle, including direct-to-device allocations above 3 GHz.
• Be our delegate in the 3GPP working groups: RAN4 for coexistence between terrestrial and non-terrestrial bands and for RF requirements, and RAN1 for multi-RAT spectrum sharing.
• Lead our spectrum analysis: sharing and interference studies, power flux density (PFD) and equivalent power flux density (EPFD) limits, and link budget implications.
• Turn regulation into engineering. Translate allocation constraints into requirements for our radio access roadmap, our band plans and our device ecosystem, and act as Sateliot's delegate before regulatory bodies and with our external advisors.

What you bring

• At least ten years, and typically closer to fifteen, working on spectrum for mobile or satellite systems, with real ownership of a position defended before a regulator or a standards body.
• Direct experience of ITU-R or WRC preparation — study groups and working parties, CEPT, APT or a national administration — with a working understanding of how a proposal becomes an agenda item.
• Hands-on RF and coexistence engineering in 3GPP RAN4 or RAN1.
• The ability to translate a regulatory constraint into device requirements: what it means for a radio design, for a band plan, for terminal RF, and for interference mitigation on the device.

Bonus if you have

• Satellite direct-to-device, MSS allocations or IMT band work.
• Sharing studies against incumbent services: terrestrial IMT, fixed, FSS and adjacent services.
• Standing in the regulatory community: named delegate, rapporteur, or contributions on record.
• Exposure to the Spanish administration, CEPT/CPG or APT processes.

Additional requirements

• Willingness to travel internationally several times a year: ITU-R and 3GPP meetings are held in person, and continuous attendance is part of the role.
• Hybrid work with regular on-site presence at our Barcelona HQ.
• Working proficiency in English, the language of both the regulatory and the standards arena.
