Job summary

UN-Habitat Syria seeks a Programme Management Specialist to lead the implementation of the Homs urban regeneration and waste management project. Reporting to the Syria Country Director, you will coordinate with the Homs hub and Damascus office to deliver timely, high-quality results.

The role requires an advanced degree in urban planning or a related field and at least five years of programme management experience, including donor-funded projects.

Qualifications

• Progressively responsible experience in project or programme management.
• Experience managing complex, donor-funded projects (budgets, procurement, teams).
• Experience in urban regeneration or municipal infrastructure.
• Experience with government institutions, donors and communities.

Responsibilities

• Lead the overall implementation and management of activities in Homs sub-office.
• Manage project planning, staffing, procurement, budgets, monitoring, reporting and risk management.
• Supervise project personnel and ensure coordination between Damascus Country Office and Homs Hub.
• Coordinate with Governorates, Municipalities, Donors, UN agencies and other partners.
• Oversee implementation of activities including urban public-space revitalization and waste management improvements.
• Ensure quality assurance, community engagement, monitoring and accountability per requirements.
• Prepare donor reports, briefs and project documentation; support evaluations and future programmes.
• Perform other related duties as required.
