Job summary

BB&E, a full-service civil and environmental engineering and consulting firm, seeks a Construction Manager for Navy/DoD facilities. On-site management across Europe (Vicenza, Sigonella, Rota, Souda Bay) with third-party EOR support. You will oversee cost, schedule, quality and safety from planning through closeout.

Requirements include a engineering degree, 5+ years in government construction, and proficiency with Primavera and MS Office, plus CEFR B2+ English. On-site role with diverse sites.

Qualifications

• Legal right to work in the assigned duty station country.
• Multidisciplinary construction knowledge with contract drawings and specs.
• Proficiency with Primavera and MS Office.
• Professional English proficiency (CEFR B2+).
• Knowledge of EM 385-1-1 and host-nation requirements.
• Current CQM certification or ability to complete within 90 days.
• Ability to complete 40-hour EM 385-1-1 safety course within 90 days.
• PE/RA/CCM/PMP/CFM credentials.
• Prior NAVFAC/DoD construction experience.

Responsibilities

• Monitor contractor performance, schedules, cost, quality, safety, and contract compliance.
• Review QC plans, accident prevention plans, submittals, RFI, schedules, invoices, and docs.
• Conduct site investigations, constructability reviews, and progress meetings.
• Evaluate technical issues, modifications, change requests, claims, and scopes of work.
• Coordinate with government personnel, designers, contractors, facility users, and stakeholders.
• Verify progress, as-built drawings, O&M information, training, testing, commissioning, punch lists, and final acceptance.
• Maintain project records and prepare QA and status reports.
