Job summary

JLL is seeking an experienced IFM Small Works Project Delivery Manager to enable local FM teams across EMEA in delivering small-scale capital projects with governance, procurement guidance, and SME support. This role emphasizes compliance, safe practices, and frugal delivery while reserving end-to-end management for critical cases.

Based in Madrid, the role requires 3–5 years in construction project management and a strong understanding of building systems, regulations, and cost control.

Qualifications

• Degree in Construction Management, Building Services Engineering, Facilities Management or related field, or equivalent experience.
• 3–5 years' experience in construction project management, building refurbishment or facilities management, with governance/compliance focus.
• Experience enabling operational teams delivering projects, not just direct delivery.
• Understanding of building systems (HVAC, electrical, plumbing, fabric).
• Knowledge of building regulations, EHS, and multi-jurisdiction compliance.

Responsibilities

• Provide governance and compliance oversight for Tier 2 projects within the Small Works framework.
• Guide procurement, budgeting, and cost-control within approved frameworks.
• Coordinate SME input for mechanical/electrical/building fabric topics and sustainability.
• Coach FM teams on Small Works tools, templates, and governance standards.
• Escalate project challenges, scope changes, or compliance questions as needed.
• Support triage and categorization of incoming project requests.
