The Electrical Engineer role within UNOPS focuses on supporting the assessment, design review, procurement and implementation of electrical systems for potable water supply and irrigation infrastructure. You will contribute to quality assurance, testing, commissioning and handover, ensuring compliance with international standards and HSSE guidelines.

Formación

  • Bachelor’s degree in Electrical Engineering or equivalent.
  • Project Management Certification is desirable.
  • Membership in a recognized professional engineering association is desirable.

Responsabilidades

  • Contribute to electrical system needs assessments for potable water and irrigation projects.
  • Prepare inputs for ToRs, technical specifications, scopes of work, BoQs, cost estimations, design calculations, and drawings.
  • Review tender documents and evaluate proposals for consultancy, supply and construction works.
  • Contribute to system testing, commissioning, training and final handover to beneficiaries.
  • Ensure compliance with Quality Management Plan, HSSE guidelines and international standards.

About the Country/Multi-Country Office

Established in 2004, the UNOPS Amman Multi-Country Office (MCO) provides strategic and operational support to partners across Jordan, Syria, Lebanon, Iraq, Yemen, and the Gulf countries. The MCO delivers solutions that address development, peace, and humanitarian challenges through infrastructure, procurement, project management, and human resources services. Working in close collaboration with national governments, UN agencies, and donors, the office supports efforts to advance the Sustainable Development Goals. Its portfolio includes large-scale operations focused on improving essential services, strengthening national systems, and enhancing resilience in complex and fragile settings.

Job Specific Context

The Nexus Response Mechanism (NRM) programme in Syria is funded by the European Union and managed by UNOPS. The programme aims to strengthen resilience and support sustainable and inclusive recovery through an integrated, conflict-sensitive and area-based approach. Its current focus locations include Haritan and Andan in Aleppo Governorate, Az-Zabadani in Rural Damascus, and Al-Qusayr in Homs Governorate.

Under its infrastructure component, the NRM supports the rehabilitation of potable water supply and irrigation infrastructure identified as critical for sustainable recovery, return and livelihood restoration. The incumbent will provide discipline-specific technical support to the assessment, design review, procurement and implementation of relevant NRM infrastructure interventions, including construction supervision, quality assurance, testing, commissioning and handover, as applicable

Role Purpose

The Electrical Engineer applies fundamental electrical engineering concepts to gather and analyze technical data, supporting project managers and specialists in the design, supervision, and documentation of electrical systems associated with infrastructure projects, including power supply, pumping systems and solar energy systems where applicable. This role contributes to ensuring high-quality design documentation, compliance with technical requirements, and adherence to international standards and HSSE guidelines

Functions / Key Results Expected

1. Design and Documentation Support

Contribute to needs assessments for electrical systems associated with potable water supply and irrigation infrastructure, including power supply systems, pumps/motors, control systems and solar PV systems.

Contribute to the preparation, verification and review of electrical systems, including power supply, transformers, generators, motors, control panels, protection, cabling, earthing and solar PV systems, medium/low voltage distribution . .

Prepare inputs for and review Terms of Reference (ToRs), technical specifications, scopes of work, bills of quantities (BoQs), cost estimations, design calculations, and drawings.

Contribute to the preparation of tender documents and the evaluation of proposals for consultancy, supply, and construction works.

Analyze electrical and solar energy designs to ensure compliance with project requirements and international standards.

2. Works Execution Coordination Support

Contribute to project planning, scheduling, and integrated design development through collaboration with team members.

Perform site inspection visits and prepare detailed site visit reports, identifying progress, issues, and lessons learned.

Contribute to the oversight of contract deliverables, ensuring alignment with contract terms and international standards.

Contribute to the coordination of system testing, commissioning, training, and final handover to beneficiaries

3. Monitoring and Progress Controls

Contribute to ensuring contractors' compliance with Quality Management Plan, Health, Safety, Social, and Environmental (HSSE) plans, and international best practices.

Contribute to the coordination and documentation of meetings with stakeholders, preparing meeting minutes for project discussions.

Analyze project progress, identifying adherence to schedule, budget, and quality standards.

4. Technical Review and Quality Assurance

Prepare inputs for and review comprehensive design documentation, including design briefs, reports, calculations, drawings, specifications, and schedules, applying international standards.

Contribute to the review of electrical design accuracy and suitability, identifying potential improvements and recommending practical solutions.

Contribute to ensuring all tasks meet applicable Quality Management Plan (QMP) and Quality Control (QC) standards.

Prepare high-quality AutoCAD drawings and maintain accurate site records for project documentation.

5. Administrative and Documentation Tasks

Contribute to the archiving and management of design and engineering documentation for electrical and solar energy systems.

Contribute to maintaining organized records, ensuring timely scheduling and tracking of project tasks.

Prepare inputs for periodic progress reports, highlighting work achievements, challenges, and recommendations.

Final Product

PSEAH measures are implemented throughout the project implementation, as per the country PSEAH action plan.

Deliver delegated tasks by the supervisor on time and as per the required cost and quality parameters. Ensure that projects design and construction are prepared and performed with high quality, while observing the applicable local, international and UN standards and ensure adherence to relevant Health, Safety, Security and Environmental procedures and Protection against Sexual Exploitation Abuse and Harassmentt

Required

A Bachelor’s degree or equivalent in Electrical Engineering or a related discipline from a recognized university with 2 years of relevant experience

Possession of Project Management Certificates

Membership in a recognized professional engineering association is desirable
