ICF is seeking to assist the European Commission by facilitating dialogue spaces and consultations with civil society networks, foundations and associations of local authorities.

The role involves drafting concept notes, policy updates and background papers to support policy dialogue and cooperation Excellent English and one of French or Spanish at C1 level are required, with additional language skills considered an asset.

Formación

• University degree in digital communications or related field or equivalent mix of degree and experience.
• 3+ years of experience with digital technologies and web platforms.
• Excellent English (C1) and at least one of French or Spanish (C1).
• Additional language skills (Spanish or French) at B2+ are favorable.

Responsabilidades

• Support dialogue spaces and consultations at global and regional levels.
• Draft concept notes, policy updates, and background papers for CSOs and LAs.
• Coordinate with EU institutions, MS and civil society networks.

The overall objective (Impact) to which this action contributes is:

To assist the European Commission in facilitating spaces for dialogue (in-person and virtual) and consultations at global and regional level with civil society networks, foundations and associations of local authorities and EU institutions and Member States, mainly through the Policy Forum on Development (PFD), and ad hoc consultations. To support the European Commission in exploring new avenues of cooperation with CSOs, foundations and LAs and guiding the organisations in this regard. To contribute to the drafting of concept notes, regular updates on policy issues related to and raised by civil society, foundations and associations of local authorities and contribute in background papers, and other material relevant for the dialogue.

Qualifications And Skills

• At least a university degree (Master degree or equivalent) in disciplines related to digital communication platforms and/or online content. This diploma may be replaced by a Bachelor degree (or equivalent) plus 3 years of work experience in design, set up, maintenance of online presence and/or digital communication platforms in addition to the 3 years requirement under the general professional experience.
• Demonstrated experience of at least 3 years in working on digital technologies (web standards, page design, web content management systems, web analytics and performance measurement tools, etc.)
• C1 level of English
• C1 level of either French or Spanish
• At least B2 level of the other language (Spanish or French, as applicable) will be considered as an asset.

General Professional Experience

• At least 3 years of professional experience in digital communication management.

Specific Professional Experience

• At least 2 years of experience in design, setup and management of digital platforms.
• At least 2 years of experience in managing widely used project management tools compatible with the Commission's IT environment.
