Job summary

Hitachi Rail Denmark A/S is seeking an Offer & Change Manager to lead development of project variation orders and commercial proposals. You will work with Sales, Bids, Engineering, Deployment & Services, Finance, Procurement, Legal, and Contract Management to deliver compliant, profitable offers while managing changes and claims.

The role requires 5+ years in bids/variations, strong pricing and contract knowledge, and excellent communication.

Qualifications

  • Bachelor’s or Master’s degree in Civil or Industrial Engineering, Business Administration or equivalent experience.
  • Certifications in project management (e.g., PMP, PRINCE2) or finance (e.g., CFA, CIMA) are considered a plus.
  • Professional proficiency in English required; Danish and additional Nordic languages are advantageous.

Responsibilities

  • Lead the preparation and submission of bids, tenders, variation orders and claims proposals.
  • Coordinate cross-functional teams to develop technical, commercial, financial and schedule submissions.
  • Maintain variation, change and claims registers, ensuring ownership, traceability and timely action.
  • Coordinate impact assessments covering scope, cost, schedule, procurement, risk and operational impacts.
  • Prepare customer change requests, claims documentation, substantiation packs and decision papers.
  • Support customer change control boards and commercial negotiations.
  • Consolidate pricing, cost estimates, margins, assumptions and contingencies.
  • Ensure compliance with customer requirements and internal governance processes.
  • Identify, assess and coordinate risks and opportunities throughout the bid and change lifecycle.
  • Act as the primary coordination point between Bids, Sales, Engineering, Deployment & Services, Finance, Procurement, Legal and Contract Management.
  • Support dispute avoidance through accurate records, evidence management and early issue resolution.

Job Description

Offer & Change Manager The Offer & Change Manager leads the development of project variation orders and commercial proposals for Hitachi Rail Denmark. Working closely with Sales, Bids, Engineering, Deployment & Services, Finance, Procurement, Legal, and Contract Management, the role is responsible for delivering compliant, competitive, and profitable offers while ensuring effective management of contractual changes and claims. Acting as the focal point for offer development and change governance, the Offer Manager coordinates cross-functional teams to assess impacts, manage commercial risks and opportunities, prepare customer-facing submissions, and maintain full traceability of commercial commitments. The role supports the strategic growth of Hitachi Rail across all its Business (Wayside & OnBoard Solutions, CBTC, Operation Control & Passengers Services, Turnkey and Operation & Maintenance, Digital&AI, Vehicles).

Key Responsibilities
  • Lead the preparation and submission of bids, tenders, variation orders and claims proposals.
  • Coordinate cross-functional teams to develop technical, commercial, financial and schedule submissions.
  • Maintain variation, change and claims registers, ensuring ownership, traceability and timely action.
  • Coordinate impact assessments covering scope, cost, schedule, procurement, risk and operational impacts.
  • Prepare customer change requests, claims documentation, substantiation packs and decision papers.
  • Support customer change control boards and commercial negotiations.
  • Consolidate pricing, cost estimates, margins, assumptions and contingencies.
  • Ensure compliance with customer requirements and internal governance processes.
  • Identify, assess and coordinate risks and opportunities throughout the bid and change lifecycle.
  • Challenge and validate technical and commercial inputs to ensure robustness and consistency.
  • Act as the primary coordination point between Bids, Sales, Engineering, Deployment & Services, Finance, Procurement, Legal and Contract Management.
  • Support dispute avoidance through accurate records, evidence management and early issue resolution.
  • Support the Head of Bids in monitoring portfolio performance, financial targets and pipeline activities through Salesforce, Power BI, JIRA and Excel reporting.
  • Ensure seamless handover of approved offers and changes to Project teams.
  • Promote continuous improvement, lessons learned and best practices in bidding and change management.
Authority & Accountability
  • Accountable for the quality, completeness and timely delivery of bids, variation orders and claims submissions.
  • Accountable for maintaining accurate, auditable and traceable change and claims records.
  • Accountable for the integrity of commercial, financial, schedule and risk baselines.
  • Authorized to initiate impact assessments, request supporting evidence and challenge insufficient substantiation.
  • Requires consulting with Bids and Sales Managers and approval from Project Manager and/or Contract Manager for contractual commitments, negotiated settlements and baseline changes.
Educational Background

Bachelor’s or Master’s degree in Civil or Industrial Engineering, Business Administration or equivalent experience. Skills & Experience
  • Minimum 5 years' experience managing bids, tenders, variation orders, claims, or commercial proposals in a complex project environment.
  • Strong understanding of pricing, cost estimation, contract management, risk assessment, variations, and claims processes.
  • Proven ability to coordinate and influence multidisciplinary teams across Sales, Engineering, Deployment & Services, Finance, Procurement, Legal, and Contract Management.
  • Strong capability in commercial analysis, financial modelling, opportunity assessment, and portfolio performance monitoring.
  • Excellent written and verbal communication skills, with the ability to manage multiple priorities and deliver high-quality outputs under tight deadlines.
  • Proficiency with Microsoft Office, Salesforce, Power BI, JIRA, and similar business tools; experience in public procurement, rail, transportation, infrastructure, or technology sectors is an advantage.
