Job summary

The European Investment Bank (EIB) in Luxembourg seeks a Head of Business Applications & Engineering Division to lead the evolution of business applications, integration platforms and software engineering capabilities.

You will guide multidisciplinary technology teams, shape engineering standards, and partner with business stakeholders to deliver innovative, secure digital solutions at scale. This is a senior leadership role with a permanent contract; relocation support is available.

Qualifications

• University degree in Computer Science, Software Engineering, Information Technology or related field.
• At least 10 years of progressively responsible experience leading the delivery, operation and evolution of business-critical application portfolios.
• Experience leading multiple technology teams in multicultural/international environments.
• Experience partnering with business stakeholders to shape demand and roadmaps.
• Experience across full lifecycle of applications including security, resilience and retirement.
• Proven ability to implement software engineering standards and enablement platforms.
• Strong knowledge of modern integration, cloud/hybrid environments and APIs.
• Excellent knowledge of English; other EU languages advantageous.

Responsibilities

• Lead the Division’s portfolio of bespoke business applications and partner with stakeholders to shape demand and investments.
• Define and drive the application integration strategy for secure, scalable platforms.
• Build and lead software engineering enablement with common standards and tooling.
• Develop and empower the Division’s management team and talent pipeline.
• Ensure delivery portfolio alignment with architecture, security and lifecycle management.
• Oversee secure operation and continuous improvement of applications and platforms.
• Govern vendors and partners with compliance and lifecycle ownership.
