1. Post Context

Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management.

The Joint Medical Division (JMED) is responsible for operational-level medical enablement through medical planning and coordination. The Medical Planning and Interaction Branch is responsible for all medical support planning functions.

The incumbent provides Subject Matter Expertise (SME) to all medical related matters to ensure medical support in the area of responsibility. As Staff Officer Medical Intelligence (SO MEDINTEL) the incumbent is responsible for the collection, evaluation, analysis, and interpretation of medical, bio-scientific, and environmental information, military and civilian, that is of interest for JSEC Operations including planning phases.

2. Principal Duties

As Staff Officer (MEDINTEL) the incumbent:

• leads the processes in the special field of expertise (MedIntel).
• is responsible for all matters related to collecting of Medical information, Medical intelligence.
• establishes contacts and cooperation in terms of MEDINTEL with
• (1) National/multinational medical staffs
• (2) Other higher and adjacent HQs
• (3) National medical units
• (4) CIMIC organisations
• (5) GOs/IOs/NGOs
• interfaces closely with J2, J3 and J5 for medical intelligence support.
• responds to COM JSEC's medical priority intelligence requirements.
• provides medical threat analysis and health risk assessments for the RSN.
• provides Subject Matter Expertise on analysing medical reports, military and open sources medical information to provide the Division with medical information / intelligence.
• provides SME for building Recognized Medical Picture (RMEDP).
• contributes to all medical matters related to preparing, conducting, controlling and evaluating the current operations within the entire mission spectrum.
• participates in the development and evaluation of SOIs, SOPs, working instructions.

3. Special Requirements

• The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
• The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

4. Essential Qualifications

a. Professional Experience

• This role requires proven experience in Medical Intelligence and Information. Activities that produce intelligence on issues that affect the health and medical care of deployed forces. Develop and incorporate medical intelligence in support of operational and contingency plans.
• This role requires proven experience in Military Medical Plans. Activities that involve integrating all aspects of medical support in the planning process at all levels (strategic, operational and tactical).

b. Education/Training

• University Degree in medical discipline, epidemiology, Medical support, sustainment or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

• a) English - SLP 3333 - (Listening, Speaking, Reading and Writing)
• NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

Education/Training

• Any further training certificates and courses related to subject field or acquired through NATO (e.g.: NATO Medical Intelligence Course, NATO Orientation Course);

a. Personal Attributes

• To fulfill his/her duties the incumbent must possess the cognitive ability to assess complex processes and to propose actionable recommendations in a multinational team environment. Good inter personal and communication skills and a creative approach to bridge complex challenges with regard to force health protection are crucial. This requires also clarity of thought, sound consistent judgement and the ability to deal with projects with confidentiality. The ability to be creative and flexible is also important as is the willingness to enhance his/her own personal skills.
• Additional requirements to this post are a good health constitution, occasional work outside normal office hours, and occasional travel as part of the appointment.

b. Professional Contacts

• The incumbent will have regular professional contacts at the high managerial level with representatives of NATO and non-NATO nations, organisations, agencies and Bodies, including IOs, NGOs, and GOs, representing the own HQs aims and priorities.

c. Contribution to Objectives

• The incumbent will be involved in major tasks that directly affects plans, management, policy and concept development. As SME for medical intelligence, she/he contributes to the development medical support in SACEURS AOR on operational level. This will have an impact on operational and strategic level medical development.

7. Contract

• Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
• In accordance with current policy, newly recruited staff will be offered a three-year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.
• Salary/Benefits: The salary is tax free including (where eligible) expatriation, family and children's allowances and additional privileges for expatriate staff; Education allowance for children (where appropriate) and an excellent private health insurance scheme; Generous annual leave and home leave (if eligible); Retirement Pension Plan.
