This vacancy notice seeks to recruit two Staff Officer (Medical Analyst) positions in Grade G15: Staff Officer (Medical Analyst) - OJC RDPX 0080 and Staff Officer (Medical Analyst) - OJC RDPX 0090.

Candidates with relevant experience are encouraged to apply, even if they do not possess prior experience within NATO.

Post Context

Headquarters JSEC provides a resilient operational‑level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA). The Support Directorate (SPT) is responsible for providing cross‑functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management. The Joint Medical Division (JMED) is responsible for operational‑level medical enablement through medical planning and coordination. The Medical Planning and Interaction Branch is responsible for all medical support planning functions. As Medical Analyst the post incumbent is required to support Medical Planning and Interaction (MPI) Branch Staff as directed by BHMPI. This will include cross‑functional JSEC JMED ongoing work strands, projects and MPI Operational Staff Work (OSW) development related to conducting, controlling and evaluating current operations to facilitate medical support in the area of responsibility. The Medical Analyst supports also Medical Information and Coordination Branch (MIC) as directed by BH MPI.

Principal Duties
  • Support the generation of the RMedP, in conjunction with MPI and MIC Branch Staff requirements, in line with SHAPE JMED requirements and direction.
  • Act as a JSEC JMED situational awareness focal point concerning organizational medical aspects and developments of current operational activities.
  • Responsible for all matters related to collecting and gathering of medical information.
  • Collect and analyze medical relevant reports and process these data.
  • Provide the MPI and MIC Branch Staff with medical information to support the development of actionable steps and medical information sharing.
  • Support the MIC with operational input.
  • Provide SME input and support during the preparation and execution of missions.
  • Provide Medical Lessons Identified (LI) input and support LI co‑ordination.
  • Coordinate current medical operational issues with other staff branches.
  • When required, establish contacts and co‑operations in terms of MPI with:
    • NATO/National/multinational medical staffs.
    • Higher and adjacent HQs.
    • National medical organisations and units.
    • CIMIC organisations.
    • GOs/IOs/INGOs.
  • Can be assigned to contribute to the JSEC Joint Operations Center (JOC) shift system.
Special Requirements
  • The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
  • The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Essential Qualifications
  • Professional Experience: Proven experience in Analytics. The application of mathematics, statistics, predictive modeling and machine‑learning techniques to discover meaningful patterns and knowledge in recorded data. Analysis of data with high volumes, velocities and variety (numbers, symbols, text, sound and image). Development of forward‑looking, predictive, real‑time, model‑based insights to create value and drive effective decision‑making. The identification, validation and exploitation of internal and external data sets generated from a diverse range of processes.
  • Education/Training: University Degree in information technology, economics, statistics, operations research or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Language: English – SLP 3333 (Listening, Speaking, Reading and Writing). NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
  • Any further training certificates and courses related to subject field or acquired through NATO (e.g.: NATO Medical Evaluation, NATO Orientation Course).
Attributes / Competencies
  • Personal Attributes: Cognitive ability to assess complex processes and to propose actionable recommendations in a multinational team environment. Good interpersonal and communication skills and a creative approach to bridge complex challenges with regard to medical information exchange are crucial. This requires also clarity of thought, sound consistent judgement and the ability to deal with projects with confidentiality. The ability to be creative and flexible is also important as is the willingness to enhance his/her own personal skills. Additional requirements to this post are a good health constitution, occasional work outside normal office hours, and occasional travel as part of the appointment.
  • Professional Contacts: The incumbent will have regular professional contacts at the high managerial level with representatives of NATO and non‑NATO nations, organisations, agencies and bodies, including IOs, NGOs and GOs, representing the own HQs aims and priorities.
  • Contribution to Objectives: The incumbent will be involved in major tasks that directly affects plans, management, policy and concept development. As SME for medical information exchange, she/he contributes to the development medical support in SACEURS AOR on operational level. This will have an impact on operational and strategic level medical development.
Contract
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
  • In accordance with current policy, newly recruited staff will be offered a three‑year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.
