STS Group Limited is seeking an experienced Regional HR Business Partner to lead HR across European operations, with a primary base in Frankfurt. You will partner with project leaders and senior management to drive people strategy, workforce planning and employee engagement.

The role requires solid German employment law knowledge, senior HRBP experience, and the ability to handle employee relations, recruitment, and performance management across multiple sites.

Qualifikationen

  • Bachelor's degree in HR, business admin or employment law
  • 8–10 years of progressive HR experience with senior HRBP/HR Manager roles
  • Experience supporting construction, engineering or infrastructure projects
  • Extensive knowledge of German employment law and HR best practices
  • Fluent German and English language skills
  • Valid work authorization for Germany (EU citizen or Blue Card)

About Us

STS Group is a leading construction and project delivery company operating across Mainland Europe, delivering complex infrastructure, industrial, commercial, and mission-critical projects for a diverse client base. As our business continues to grow, we are seeking an experienced Regional HR Business Partner to lead and manage all aspects of Human Resources across our European operations.

This is a strategic and hands‑on role based primarily in Frankfurt, supporting project teams and regional leadership across multiple countries while ensuring compliance with local employment legislation—particularly German labour law.

The Role

The Regional HR Lead will work across our European projects, partnering closely with operational leaders, project directors, and senior management to drive people strategy, organisational effectiveness, employee engagement, and workforce planning.

The successful candidate will provide expert guidance on employment law, employee relations, talent management, performance management, recruitment, compensation, organisational development, and HR compliance across the region.

This position requires a commercially focused HR professional who is comfortable operating in a fast‑paced project environment and managing complex employment matters across multiple jurisdictions.

Key Responsibilities
Strategic HR Leadership
  • Act as the lead HRBP for all Mainland European operations.
  • Develop and implement regional HR strategies aligned with business objectives.
  • Partner with senior leadership to support organisational growth, workforce planning, and succession planning.
  • Provide coaching and guidance to managers on people-related matters.
  • Drive employee engagement and retention initiatives across the region.
Employment Law & Employee Relations
  • For our Germany projects, serve as the subject matter expert on German employment law and labour regulations.
  • Provide practical and commercially sound advice on employee relations issues, disciplinary processes, grievances, performance management, restructures, and terminations.
  • Ensure compliance with employment legislation across Germany and other European jurisdictions.
  • Support collective consultation processes where required.
  • Build effective relationships with employee representatives, works councils, and labour authorities.
  • Manage complex HR cases while minimising legal and operational risk.
Talent Acquisition & Workforce Planning
  • Partner with hiring managers to identify workforce requirements across projects and regional offices. Liaising with the Talent Acquisition team to source and attract candidates.
  • Support recruitment strategies for technical, professional, and leadership positions.
  • Improve talent attraction initiatives within competitive construction and engineering markets.
  • Support international mobility and workforce deployment across project locations.
Performance & Talent Management
  • Lead annual performance review processes and talent assessment programmes.
  • Support leadership development initiatives and succession planning.
  • Identify capability gaps and implement development programmes.
  • Promote a high-performance culture aligned with company values.
HR Operations & Compliance
  • Ensure HR policies, procedures, and practices comply with local legislation and company standards.
  • Oversee employment contracts, policy implementation, and employee documentation.
  • Monitor HR metrics and provide insights to leadership teams.
  • Support compensation and benefits reviews, benchmarking, and reward programmes.
  • Collaborate with payroll providers and finance teams to ensure accurate employee administration.
Change Management
  • Support organisational change, restructuring, business integration, and growth initiatives.
  • Lead the people aspects of business transformation projects.
  • Provide guidance on change communications and stakeholder engagement.
Skills & Experience Required
  • Bachelor's degree in Human Resources, Business Administration, Employment Law, or related discipline.
  • Minimum 8-10 years' progressive HR experience, including senior HR Business Partner or HR Manager roles.
  • Must have experience supporting construction, engineering or infrastructure projects.
  • Extensive knowledge of German employment law and HR best practices.
  • Demonstrated experience managing complex employee relations matters.
  • Experience supporting geographically dispersed teams across multiple European countries (e.g: Germany, Netherlands, Sweden, Finland)
  • Excellent German and English language skills.
  • Must hold valid work authorisation for Germany (e.g: EU Citizen or Blue Card holder)
