Northrop Grumman Aeronautics Systems has an opening for a Program Manager 3 to join our F-35 Germany team of qualified, diverse individuals with our F-35 Program Management organization. This leadership role is in-country in Weeze, North Rhein-Westphalia, Germany.

In this role you will be managing the Northrop Grumman expatriate team stationed at Rheinmetall Aviation Services GmbH (RAS) at their facility in Weeze, Germany. You will be supporting the F-35 Program by ensuring the on-time F-35 Center Fuselage (CF) Production program in Weeze to meet the demands of the recurring production rate. This position requires an understanding of production and operating in a supplier facility, program management skills, proven strategic planning and business execution capabilities, as well as ability to work collaboratively. The position will be leadership interfacing with the Supplier Program Manager for RAS, Palmdale F-35 IPTs, F-35 Functional Support teams, Supplier Management Team leads and Customers in RAS’ baseline program plans, validating the updates, follow-up and reporting. The selected individual must have experience leading production program encompassing all the aspects of the rate readiness planning activities. In addition, the candidate should be able to interact and influence RAS’ management and communicate effectively with both oral and written presentations. The responsibilities include regular customer interface and establishing and maintaining customer and supplier relationships.

This expatriate assignment is expected to provide uninterrupted two (2) years in-country leadership.

Primary Responsibilities

• International On-Site / Expatriate Program Manager to maintain F-35 international production capability to meet program cost & schedule objectives as well as Customer commitments
• Drive timely and clearly communicated decisions and recommendations to the program Directors as well as the management team.
• Leading and directing an Expat Integrated Program Team (Expat IPT) to meet program cost, schedule, and technical performance targets.
• Identifying challenges / issues, troubleshoot effectively, and escalate unresolved program issues in a timely manner to the appropriate level of leadership.
• Work in partnership with the F-35 Palmdale IPTs, Supplier Program Manager, Supplier Management Team and Program Leadership to define and enable execution of the Germany IAL in alignment with the customer SOW.
• Oversee the F-35 RAS Production program and drive constraint resolution with the RAS business areas and Program Leadership to enable execution of the Germany IAL in alignment with the customer SOW.
• Provides leadership/direction to ensure all affordability initiatives and opportunities for process improvements are systematically identified, pursued, and supported.
• Oversee the team to execute and meet or exceed their production milestones.
• The candidate will need to demonstrate exceptional organizational and interpersonal skills, have the ability to multi-task and communicate effectively with varying levels of Customer, NGC, and Supplier employees and leadership.
• Provide onsite management of the expat team. Oversee the team and supplier interface and serve as senior NGIT representative in country. On a daily basis ensure that technical assist and support personnel comply with all related company command media, and applicable US law.
• Ensure effective and professional working relationships are maintained at all levels while managing a variable number of in-country direct reports in a multi-functional, integrated product team environment.
• Ensure expat personnel have the necessary equipment and supplies to effectively execute their respective statements of work.
• Ensure all expats of record are covered under approved evacuation plans and evacuation passenger manifests.
• Ensure all expats are repatriated to the United States in accordance with local and CONUS policies and procedures.

Basic Qualifications

• Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:
• Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
• Must have experience with Supplier Management Teams.
• Must have knowledge of Project Management principles and experience utilizing them professionally: managing projects, scheduling, budget.
• Must have at least 5 years formal leadership experience in a People Leadership role.
• Your ability to obtain and/or transfer and maintain the final adjudicated U.S. Government Secret clearance and any program access(es) required for the position within a reasonable period of time, as determined by the company.

Preferred Qualifications

• An active U.S. Government Secret clearance.
• Demonstrated ability to develop and influence project team relationships.
• Experience of familiarity with aircraft production, supply chain, and engineering.
• F-35 Program Familiarity.

Primary Level Salary Range: $175,500.00 - $263,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
