Frankfurt School of Finance & Management is an EQUIS, AACSB and ABMA internationally accredited, research‑oriented business school with university status. Launched at COP27 by the Vulnerable Twenty (V20) Group and the Group of Seven (G7), the Global Shield against Climate Risks (GS) aims to increase protection for vulnerable people and countries and to contribute to effectively responding to loss and damage from climate change. The Global Shield promotes an inclusive, gender‑responsive and demand‑driven process led by the vulnerable countries’ governments. Within the initiative, the Global Shield Secretariat serves all Global Shield governance bodies and facilitates knowledge management, tracks progress and enhances visibility. The Global Shield Board has mandated Frankfurt School of Finance & Management to host the GS Secretariat for the 3‑year duration of the project.

Your Tasks
  • Lead the Global Shield Secretariat
    • Manage the GS Secretariat including its financial resources (budgeting and reporting).
    • Responsible for the Secretariat’s internal organisation in coordination with the GS Team Lead responsible for Country Support.
    • Plan and allocate work assignments, provide team mentoring and support personnel development.
    • Oversee the setting and regular review of policies and guidelines.
  • Country Engagement
    • Supervise engagement with GS Countries.
  • Strategic Development of the Global Shield
    • Lead continuous strategic development of the GS, including regular review and refinement of the Ambition Framework, objectives and goals; oversee monitoring, evaluation and learning strategy and ensure effective implementation.
  • Fundraising, Donor and Public Relations
    • Establish and maintain relationships with GS partners including governments, development partners, private sector, civil society organisations and academia.
    • Lead development and implementation of a fundraising strategy to meet the financial needs of the GS; engage potential donors and partners, develop proposals and meet targets.
    • Provide oversight of regular reporting to contributors, donors and the public, setting up and maintaining reporting tools and channels.
  • Representation and Engagement in International Climate and Disaster Risk Finance and Insurance‑Policy Arena
    • Represent and position the GS in international policy processes, conferences and events; engage with policymakers and stakeholders to promote the GS and drive its objectives.
Your Profile
Education
  • MSc, MBA or PhD in a relevant discipline such as economics, social sciences, environmental sciences, geography or another relevant field.
Experience
  • At least fifteen years of professional experience with increasing responsibility in climate risk management, climate policy or insurance in an international setting.
  • Strong track record in leadership and management of multicultural projects related to climate change impacts and risk solutions, including developing standards, convening high‑level actors and relevant organisations.
  • Experience in private sector organisations (desired).
  • Strong network in the global climate risk and insurance community and experience working with developing‑country institutions, financial institutions, multilateral development banks and private sector (asset).
  • Demonstrated experience with climate policy at international and regional levels; partnership experience in the Global South and practical experience managing public‑private partnerships (advantage).
  • Excellent track record in securing third‑party funding and proven ability to maintain close relationships with donors.
  • Previous experience with or exposure to the Global Shield is an advantage.
  • Experience in a non‑OECD country is desired.
  • Experience in building innovative research‑to‑action partnerships.
Skills & Languages
  • Understanding of sustainable development, international climate change policy and climate finance.
  • Experience in strategy and governance development.
  • Experience in project implementation in risk financing.
  • Flexibility and willingness to travel regularly, including to non‑OECD countries.
  • Ability to write reports and produce briefing materials for high‑level officials.
  • Proficiency in Microsoft Office and Google Suite.
  • Strong organisational skills and effective prioritisation.
  • Excellent interpersonal, oral and written communication skills.
  • Ability to work collaboratively with colleagues and independently in a multicultural environment.
  • Ability to work under pressure and meet tight deadlines.
  • Excellent proficiency in English (required).
