To support our client eBay, we are looking for a freelance Program Manager (m/f/d) to start immediately, at the Berlin office (currently: hybrid between office and home office). Alternatively, the role can be fully remote within Germany.

• Lead and coordinate multiple regulatory projects while adapting to shifting priorities.
• Work closely with cross-functional teams (Legal, Tax, Product, Marketing, Customer Service) to ensure a customer-centric approach to regulatory implementation.
• Support the legal and government relations teams in analyzing regulatory requirements and translating them into actionable plans.
• Collaborate with analytics teams to assess business impacts and provide data-driven insights.
• Develop risk-based recommendations balancing compliance, business goals, and customer needs.
• Draft and maintain business requirement documents in coordination with product teams.
• Engage with key business stakeholders (e.g., Marketplaces, Export teams) to gather input and align on solutions.
• Prepare regular project updates, including reports for senior management.
• Work closely with PMOs across different workstreams to ensure a cohesive execution.
• Oversee the end to end implementation of changes required to comply with existing and new regulations.

Your background:

• At least 5 years of experience in program/project management, consulting, or a similar role.
• Strong organizational and communication skills, with the ability to manage multiple priorities.
• Experience in an international, cross-functional environment is a plus.
• Previous experience in regulatory transformation projects is advantageous.
• Analytical mindset with the ability to navigate ambiguity and provide structured solutions.
• Proficiency in Microsoft Excel and data analysis.
• Fluent in English and German (business level)
