HOME AFFAIRS PROGRAMME OF EUROPEAN UNION IN KOSOVO PROJECT (HAPE)

HOME AFFAIRS PROGRAMME OF EUROPEAN UNION IN KOSOVO PROJECT (HAPE) is an EU‑funded technical assistance project conceptualised to support and assist key Kosovo law‑enforcement agencies and ministries, in particular the Kosovo Ministry of Internal Affairs (MIA), Kosovo Police (KP) and Kosovo Special Prosecution of Republic of Kosovo (SPRK), in achieving their objectives and bringing their performance closer to EU standards.

TERMS OF REFERENCE
TITLE: Action 2.1.3.2: Support MIA (Department of Public Safety) in drafting the new strategy for Community Safety, 2024‑2029‑and its Action Plan, 2024‑2029

The Grant Contract No. IPA/2022/441510, for the implementation of HAPE project, was awarded by the European Union Office in Kosovo (EUOK) to the Ministry of Interior (MoI) of the Republic of Italy, as the lead partner. MoI of the Republic of France and Belgian Federal Police are the other two implementing partners of the project. The project started the implementation period on 1st of March 2023 and is expected to last for 40 months.

The specific objective number 1 of HAPE is to strengthen the capacities and improve the performance of MIA and its dependent institutions to align effectively with the EU Acquis (Chapter 24). The specific objective number 2 is to strengthen the investigative and operational capacities of KP, SPRK and Kosovo Academy of Public Safety (KAPS) in the fight against Serious Organised Crime (SOC), corruption, terrorism, cyber‑security, forensic, border management, migration, seizure and confiscation of criminal assets and to increase public safety and security.

One of the aims of the HAPE project, under outcome 2 / output 2.1.3 / action 2.1.3.2, is to monitor status of implementation of joint strategic documents in the fight against organised crime, corruption, terrorism, and Public Safety, with the main emphasis in the areas of Community Policing and Community Safety.

Kosovo Strategy on Community Safety, 2018‑2023 expired in 2023 and Kosovo MIA has set up a working group, consisting of different authorities and stakeholders, which will draft the new strategy on Community Safety, 2024‑2029 and its Action Plan, 2024‑2029. There are no monitoring or assessment reports drafted on the implementation of the previous strategy, even though the strategy required that the relevant authorities drafted such reports. Therefore, the information on achievements, shortcomings and gaps of the previous strategy are lacking.

For this reason, HAPE project will recruit and deploy an international short‑term expert (STE) to support the working group (WG) in drafting the new strategy, by assessing the former national strategy on Community Safety and identifying achievements, gaps and shortcomings, identifying main findings, and making recommendations to the WG to take into consideration when drafting the new strategy, reviewing different drafts of the new strategy, including the final draft of the strategy, identifying gaps and shortcomings and proposing recommendations and inputs for the WG.

Requested services and tasks for the contractor
  • Review and analyse the previous strategy on Community Safety and its documentation;
  • Identify any shortcomings and gaps in the previous strategy on Community Safety;
  • Provide findings and recommendations for contributions of the stakeholders for the drafting of the new strategy;
  • Identify relevant EU Acquis / Best Practices, if any, that could be included in the new strategy;
  • Collect feedback on the draft in a systematic manner to improve the final version of the strategy;
  • Draw lessons and make relevant proposals for improving the drafting of the strategy and the work plan follow‑up;
  • Review and analyse various drafts of the strategy all along the process of drafting the Community Safety strategy;
  • Provide relevant contributions and feedback to the working group for completion of the strategy;
  • Any other service necessary for the completion of the tasks above.
REQUIRED OUTPUTS AND DELIVERABLES
  • Assessment report on the previous Community Safety Strategy and its analytical report, including relevant recommendations, conclusions and findings drafted and submitted;
  • Final Draft Strategy on Community Safety and its Action Plan drafted and submitted;

The expert is expected to carry out the assignment, in close cooperation and consultation with MIA secretariat of Strategies and other relevant stakeholders involved. In performing the above‑mentioned services, the expert may employ some or all of the methods below:

  • Desk collection, review and analysis of the old strategy, work plan, best practices and necessary literature, etc.;
  • Meetings, discussions and consultation, including online ones, with the relevant actors in charge of drafting the Strategy in MIA or other stakeholders;
  • Interviews, questions and on‑site visits;
  • EXPERTS PROFILE (to be used for publication of the position)
  • Qualification and skills
  • 8 years of extensive work experience in the area;
  • Demonstrated international experience and strong working knowledge on the area of Community Safety in one European Union country;
  • Ability to assimilate and analyse complex information and derive programme relevant findings;
  • Ability to integrate knowledge into strategic, policy and operational frameworks;
  • Good problem‑solving skills with the ability to design and implement innovative solutions;
  • Fluency in both written and spoken English.

LOCATION AND DURATION OF THE ASSIGNMENT

Starting date: 1 ST of July 2024

Duration of assignment: a total of 30 working days, of which 15 working days home‑based and 15 working days in Kosovo.

Home‑based days may include online meetings, discussions and consultations with the relevant beneficiary, desk reviews, etc.

  • Provide findings and recommendations for contributions of the stakeholders for the drafting of the new strategy – 01‑05 HB

  • Collect feedback on the draft in a systematic manner to improve the final version of the strategy – 01‑05 HB
  • Draw lessons and make relevant proposals for improving the drafting of the strategy and the work plan follow‑up – 01‑05 HB

  • Provide relevant contributions and feedback to the working group for completion of the strategy – 11‑15 Kos
  • Any other service necessary for the completion of the tasks above.
  • Final Mission Report (max 2/3 pages) – two weeks after the end of the period of implementation of the overall mission.

Due to the needs of HAPE Project and beneficiaries, the above listed days may be modified or redistributed internally upon approval of the HAPE Team Leader, although the total number of days for the assignment will not be reduced.

REPORTING

A detailed work‑plan of the inputs, outputs, activities and reports shall be submitted for approval to the HAPE Team Leader within the 1st day of commencement of the contract.

A final mission report (max 2/3 pages), also stressing some recommendations, shall be submitted at the latest two weeks after the end of the period of implementation of the overall mission.
