The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty dedicated to the conservation and sustainable use of migratory species and their habitats. Under CMS, several additional intergovernmental instruments have been adopted, supported by the CMS Secretariat.

The CMS Secretariat also serves as the Secretariat for:

  • The Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish, and North Seas (ASCOBANS)
  • The Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA)
  • The Agreement on the Conservation of European Populations of Bats (EUROBATS)

AEWA, headquartered in Bonn, Germany, is the largest agreement under CMS. Concluded on 16 June 1995 and entered into force on 1 November 1999, AEWA aims to achieve favourable conservation status for migratory waterbird populations.

The United Nations Environment Programme (UNEP) provides administrative functions for the CMS, AEWA, ASCOBANS, and EUROBATS Secretariats.

This position is located in the AEWA Secretariat at the Bonn duty station, Germany. The incumbent reports to the Executive Secretary of CMS and is responsible for the efficient operation of AEWA, including reporting to the Meeting of the Parties.

Key Responsibilities

Representation and Outreach

  • Represent AEWA at local and international levels, liaising with governments, intergovernmental, and non-governmental organizations
  • Promote accession to the Agreement and related CMS instruments
  • Raise the profile of AEWA through outreach activities

Secretariat Management

  • Manage and supervise Secretariat staff and activities
  • Organize sessions of the Meeting of Parties, Standing and Technical Committees, and other subsidiary groups
  • Provide Secretariat services, including production of documents for meetings
  • Coordinate the implementation of the Agreement, monitor its budget, and identify and resolve operational issues

Strategic and Project Development

  • Develop proposals to improve AEWA implementation and seek support for related projects
  • Report on progress to Parties and maintain regular communication on Secretariat activities
  • Foster synergies with CMS Secretariat, other MEAs, and international NGOs
  • Collaborate with CMS Family Administrative and Fund Management Officer on finance and personnel matters
  • Liaise with CMS and EUROBATS Executive Secretaries on matters of common concern

Data Management and Analysis

  • Collect and analyze data to identify trends and provide insights using graphs, charts, tables, and reports
  • Support data-driven planning, decision-making, presentation, and reporting

Other Duties

  • Perform other tasks as they arise

Qualifications and Experience

  • Advanced university degree (Master’s or equivalent) in biology, zoology, environmental law, environmental management, international relations, or related fields. A first-level degree plus two additional years of experience may be accepted
  • Completion of degree or non-degree programs in data analytics, business analytics, or data science is desirable
  • Minimum 7 years of progressively responsible experience in wild species conservation in local or international institutions or relevant settings
  • Experience leading teams in conservation or environmental policy/management
  • Experience managing staff, budgets, and administrative matters
  • Experience developing partnerships with organizations for wild species conservation
  • At least 2 years of experience working in or engaging with the UN system or similar international organizations is desirable
  • Experience with conservation and management plans for wild species, avian species conservation, or providing secretariat services to international conventions is desirable
  • Familiarity with Multilateral Environmental Agreements (MEAs) is desirable
  • 2 years or more of experience in data analytics or related areas is desirable

Languages

  • English is required; French is desirable
