Qualifications:

Experience:

  • 8 years experience
  • Comprehensive technical compliance reviews
  • Technical analysis
  • Processor System Programming Packages
  • Develop and design all aspects of MILCON RFP packages
  • Utilize design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/projects pertaining to federal design and construction contracts.
  • Knowledge of facility and building systems
  • Professional Engineer/Resident Architect preferred

Responsibilities:

  • Provide weekly updates in the Det 4/CE Branch SharePoint trackers.
  • Verify and update monthly information on USAFE SharePoint Sites.
  • Complete daily acceptance, assigning and tracking of taskers progress in the Task Management Tool (TMT)
  • Complete real-time updates and/or weekly review for project milestones in NexGen IT & future Project Management (PM) systems.
  • Complete monthly data quality review/corrections in NexGen IT and future replacement PM software systems.
  • Create and coordinate Design Instructions for assigned projects.
  • Create and coordinate Authority to Advertise/Award Requests for assigned projects.
  • Coordinate Congressional notification packages for assigned projects and submit through the AFIMSC/Det 4 chain of command.
  • Utilize and apply computer software including Microsoft Office (Excel, Word, and PowerPoint), Current Version of Autodesk AutoCAD, etc. to provide analysis, formatting, and automation to administrative, engineering, and construction-based workbooks/applications using Excel.
  • Maintain and create SharePoint content with emphasis on the ability to interface with other SharePoint sites, data, Excel applications. Create intuitive user graphical interfaces for both internal and public users.
  • Provide Monthly Line-Item Review PowerPoint charts for assigned projects to corresponding Geographical Separated Units and USAFE A4 for review.
  • Provide updates to Senior Advisory Group/Senior Executive Review Group assigned charts as required.
  • Perform comprehensive technical compliance reviews of Request for Proposal (RFP) documents and design criteria.
  • Perform an analysis of compliance with program approval documents and applicable program approval thresholds.
  • Provide technical analysis of comments to assigned projects following participation in comment resolution meetings and root cause analysis for any acquisition failures back to the design agent, United States Army Corps of Engineers or Naval Facilities Engineering Systems Command, for each assigned project.
  • Participate in Planning Charrettes and review of Planning Charrette Reports, including coordination with stakeholders and comment resolution.
  • Develop DD1391 Processor System Programming Packages, including coordination with stakeholders and comment resolution.
  • Develop all aspects of MILCON RFP Packages, including coordination with stakeholders and comment resolution.
  • Develop Closeout Documents including equipment, real property (DD Form 1354 Transfer and Acceptance of DoD Real Property), and financial reports.
  • Utilize design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing federal design and construction contracts.
