The SPII Prudential Supervision division, part of the UCI Prudential Supervision and Risk Management department, is responsible for:

  • Prudential supervision of complex fund cases arising from findings by statutory auditors and information from supervised entities, including annual reports, management letters, self-assessment questionnaires, and reports in line with Circular CSSF 21/790, covering investment funds (UCITS, UCI, SIF, SICAR).
  • Thematic reviews on key topics relevant to fund prudential supervision and the investment funds sector.

As a legal specialist, you will analyze complex cases and regulatory matters related to the division's activities. Your main responsibilities include:

  • Analyzing complex findings and irregularities at the fund or fund manager level.
  • Preparing prudential supervisory measures and engaging with supervised entities and stakeholders, including other national or international authorities.
  • Providing legal support and advice on regulatory matters linked to the division’s work.

Role & Responsibilities

  • Conduct legal analyses of complex findings or irregularities related to funds and service providers.
  • Propose supervisory measures and draft reports addressing technical and legal aspects, including enforcement procedures.
  • Collaborate with team members and other CSSF departments.
  • Interact with fund managers, stakeholders, and authorities.
  • Contribute to thematic analyses and development of supervisory approaches and tools.
  • Stay updated on applicable regulations and legal developments in the funds sector.

Your Profile

  • Master’s degree in Law, preferably with specialization in financial, corporate, or regulatory law.
  • Additional legal qualifications (e.g., bar admission, LL.M.) are assets.
  • At least 5 years of professional experience in investment funds, focusing on legal analysis, compliance, or regulatory affairs.
  • Solid knowledge of regulations such as UCITS, AIFMD, CESR/ESMA.
  • Proficiency in French and English; German or Luxemburgish is a plus.
  • Strong analytical, structuring, and synthesis skills, with thoroughness and precision.
  • Proactive, organized, discreet, with good communication skills.
  • Ability to work independently and in a team.

The successful candidate will be hired as a public employee (“employé de l’Etat”) under a permanent contract. If eligible, they may apply for civil servant status (“fonctionnaire de l’Etat”). Prior to contract signing, an extract from the criminal record (bulletin n°3) dated within the last 2 months must be submitted.
