Policy & Research Lead — Humanitarian Diplomacy

Job summary

The Policy Advisor role at ICRC supports the Policy and Research Unit at HQ, leading defined policy products and processes. The position involves developing policy briefs, coordinating research, and engaging with internal and external stakeholders to influence humanitarian policy and action.

The successful candidate will work in Geneva, contribute to external policy discussions, and coordinate with colleagues across Departments and partner organisations.

Qualifications

• Master's degree in International Relations, Public Policy, Development Studies or a related field.
• Minimum of 6 years of professional experience in humanitarian or policy work.
• Ability to convey complex issues clearly, orally and in writing.
• Experience developing policy positions and recommendations.
• Experience in advocacy or policy initiatives.
• Good understanding of international relations and humanitarian affairs.
• Knowledge of multilateral organisations and think-tanks.
• Fluent English; knowledge of French a plus.
• Good knowledge of IT tools and digital engagement.

Responsibilities

• Develops policy briefs and analytical products on priority themes, consulting internal and external stakeholders.
• Contributes to longer-term research projects, including literature reviews and background research.
• Supports coordination of the Unit's editorial outputs and internal reviews.
• Supports planning of the HAA network, monthly calls and annual meetings.
• Supports coordination of the external policy overview.
• Organizes policy and diplomatic outreach events for the Unit, including NGO dialogue.
• Drafts speaking and briefing materials for high-level engagements by senior leaders.
